About this opportunity

The City and County of San Francisco Office of Contract Administration is requesting bids on closed-loop recycling, disposal of automotive fluids, and parts washer equipment rental services for citywide departments under IFB TC7186, with bids due October 20, 2026 at 11:00 AM PT and a pre-bid conference scheduled for September 30, 2026 at 11:00 AM PT via Microsoft Teams.

Bidders must hold California Department of Toxic Substances Control hazardous waste transporter registration and an EPA or California DTSC identification number for hazardous waste transportation. Small and Micro Local Business Enterprises (LBEs) certified under San Francisco Chapter 14B in relevant categories (gas station and petroleum equipment supplies, automotive parts and supplies, or auto shop equipment sales and maintenance) are eligible for a 10% bid discount; SBA LBEs receive 5%. Vendors with a local San Francisco presence are eligible for an additional 1.25% price adjustment.

The scope comprises rental and maintenance of aqueous parts washers, vats, immersion cleaners, brake cleaners, paint gun cleaners, and spray cabinets serving SFMTA locations (16 facilities), Administration Fleet Management and SFPUC locations (9 facilities), and miscellaneous services. The bid sheet includes 79 SFMTA line items, 44 Fleet/SFPUC line items, and miscellaneous fees for delivery, setup, environmental handling, and manifest processing. Equipment is predominantly Safety Kleen branded. Service frequencies range from biweekly to 24-week intervals. The contractor must collect, treat, transport, and properly dispose of used cleaning solutions and automotive fluids at licensed facilities and maintain comprehensive inventory within 60 days of execution. Environmental restrictions apply to SFMTA locations regarding coatings containing hexavalent chromium or cadmium per California State ATCM requirements.

The contract is structured as an indefinite-quantity, as-needed agreement with a not-to-exceed amount of $2.5 million over an initial five-year term, with the City holding the option to extend for two additional years (total seven years). No guaranteed minimum purchase applies. The City will award to the lowest responsive bidder meeting minimum qualifications. Price adjustments are permitted 12 months after the proposal due date, indexed to Service Labor, Chemical Manufacturing, and Other Basic Inorganic Chemical Manufacturing indices as specified by the bidder.

All bidders must comply with San Francisco's prevailing wage requirements, Minimum Compensation Ordinance (applying to contractors with at least $25,000 annual City business and more than five employees), First Source Hiring Program provisions, and mandatory insurance coverages including Commercial General Liability, Commercial Automobile Liability, Workers' Compensation, Pollution Liability, and Motor Carrier Policies of $1 million each. The Local Business Enterprise subcontracting participation requirement has been waived. Questions are due October 6, 2026 at 11:00 AM PT. Notice of Intent to Award is anticipated for the week of November 16, 2026.
