About this opportunity

The City and County of San Francisco Office of Contract Administration, on behalf of the Department of San Francisco Recreation and Parks, is requesting bids on 10 zero-turn ride-on electric lawn mowers with 60-inch mower decks under IFB SE12099, with bids due September 29, 2026, at 3:00 P.M. Pacific Time and written questions due September 24, 2026, at 4:00 P.M. Pacific Time. This is full and open competition; the City explicitly invites alternate solutions and comparable models where bidders can demonstrate functional equivalence, and encourages vendors to flag any specifications perceived as barriers to competition.

The primary specification is a Toro Revolution Z Master #18765 ZTR or City-approved equivalent — a mid-size electric unit weighing approximately 1,500 lbs with rear-wheel drive AC induction motors, HyperCell or equivalent lithium-ion batteries (23.4 kWh capacity), 31 horsepower gasoline equivalent rating, 0–11 mph speed with seven traction settings, three-motor deck with adjustable cutting height (1.5 to 5.5 inches in 0.25-inch increments), and fold-down OSHA-compliant ROPS. Warranty is five years or 1,200 hours for the mower and four years or 1.5 megawatt hours for batteries, commencing upon City acceptance. Bidders must be manufacturer's certified authorized dealers with a service facility within 125 miles of San Francisco, stocked with common replacement parts and capable of mobile repairs. Deliveries over 125 miles from San Francisco require the bid price to include airfare, ground transportation, meals, and lodging for two City representatives attending one factory inspection trip.

Delivery is required by October 3, 2026, to two City locations: 10 units to City Hall Room 430 and 10 California tire-tax lots ($7.00 per lot) to 555 Selby Street. Bidders must complete Attachment 6 Equipment Specification and mark each line item "Y" for compliance or "E" for exceptions; bids without this confirmation are non-responsive. The scope includes a mandatory First Source Hiring Workforce Projection Form for contracts exceeding $50,000.

Local Business Enterprise (LBE) bid discounts apply: 10 percent for Small/Micro-LBEs and 0 percent for SBA-LBEs on estimated purchase orders between $20,000 and $400,000. A 1.25 percent local tax revenue discount applies to bidders with physical San Francisco presence. Bidders must demonstrate two years of experience within the last five years in related equipment sales and maintain commercial general liability insurance at $1,000,000 per occurrence and commercial automobile liability at $1,000,000 combined single limit. F.O.B. is destination, freight prepaid, with payment due within 30 calendar days of invoice. Bid opening is September 29, 2026, at 3:15 P.M. via Microsoft Teams. Contact: Erica Baker, Senior Purchaser, erica.baker@sfgov.org or (628) 652-1602.
