About this file
This equipment specification document, prepared by the City and County of San Francisco Office of Contract Administration on behalf of the Department of San Francisco Recreation and Parks, details requirements for procuring a Zero Turn Ride-on ZTR Electric Lawn Mower with a 60-inch mower deck. The City seeks a current-year model Toro Revolution Z Master #18765 ZTR or City-approved equivalent, with specifications including a mid-size electric lawn mower weighing approximately 1,500 lbs, overall dimensions of 82 inches in length and 50-72 inches in height depending on rollover protective structure (ROPS) positioning, and a 31 horsepower gasoline equivalent rating. The unit must feature rear-wheel drive electric powertrain with AC induction high-torque traction motors, HyperCell or approved equal lithium-ion batteries with 23.4 kWh energy capacity, a 3,300-watt external smart charger operating on 240 VAC, seven-hour runtime, and eight-hour charge time. Rated ground speed must be 0-11 mph with seven traction and speed control settings, automatic braking, and parking brakes. The mower deck shall include three electric motors, adjustable cutting height from 1.5 to 5.5 inches in 0.25-inch increments, four anti-scalp wheels, fold-down OSHA-compliant ROPS, and integrated trailer tie-downs. Delivery is scheduled for 180 calendar days from order issuance, and bidders must attend a pre-construction meeting within 30 days prior to fabrication start.
The specification requires bidders to demonstrate full compliance with each line item by marking "Y" for compliance or "E" for exceptions on provided bid exception sheets; bids lacking this confirmation will be deemed non-responsive. Warranty coverage includes five years or 1,200 hours for the ZTR lawn mower and four years or 1.5 megawatt hours for lithium batteries, commencing upon City acceptance rather than delivery. Awarded vendors must operate or maintain access to a service facility within 125 miles of San Francisco stocked with common replacement parts and capable of performing mobile repairs during the warranty period. If upfitting occurs beyond 125 miles from San Francisco, the bid price must include airfare, ground transportation, meals, and lodging for two City representatives during one factory inspection trip, with flights meeting specific requirements for economy plus seating, direct routing, and Federal Per Diem Rates compliance. Documentation requirements include weight certificates, CAD drawings, DOT and Federal Motor Vehicle Safety Standards certifications, OEM manuals including parts and diagnostic information on USB flash drives, and completion of delivery scheduling with Central Shops at least five days prior to delivery, with failure to schedule resulting in non-acceptance at delivery.

The unit proposed by bidders shall be configured to meet or exceed the following intended usage 13 of said unit. The unit described in specifications is intended to mow the various properties of the 14 San Francisco Recreation and Park Department. It is the responsibility of the bidder to review 15 and scrutinize all aspects of the configuration of this unit including, but not limited to, engine size, 16 transmission, axle weight rating, gear ratio, frame size, and suspension types being specified in 17 this document. If necessary, the bidder shall recommend adjustments to the written specification 18 so that the unit’s subsystems are adequate enough for this chassis to operate on a daily basis, 19 fully loaded with all components, fuel and standard unmounted necessary tools needed for the 20 unit’s daily tasks. This shall be accomplished without increasing maintenance costs, stressing 21 the frame, or adding any unnecessary and/or abnormal wear to any other components of the 22 unit, off or on-road throughout the City of San Francisco. It is the responsibility of the successful 23 bidder to ensure this unit will comply or exceed compliance to all on-road and off-road safety 24 and emissions standards set forth by the City of San Francisco, State of California, and the 25 Federal Government. 26
MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 28
It is intended that the manufacturer, in the selection of components, will use material and design 29 practices that are the best available in the industry for the type of operating conditions to which 30 the unit(s) will be subjected. All parts, equipment and accessories shall conform in strength, 31 quality of material and workmanship to recognized industry standards. 32
HEAVY DUTY TERMINOLOGY DEFINED: 34

GENERALITIES: 39
To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 40 left certain areas of our specifications general by design. In such cases, the items being referred 41 to may be general but adherence to the requested end product and/or result must be met. This 42

is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 43 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 44
ALTERNATES: 46
Potential variances of a specific manufacturer may require variances in the design to some 47 degree. Therefore, bidders shall clearly and completely outline all areas needing such 48 modifications. When the name of a manufacturer, brand or make, with or without model number, 49 is used in describing any item in this specification, bids for similar articles will be considered 50 unless otherwise stated. Bidders may also propose items of equivalent features or 51 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 52 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 53 be assumed to be the specific article named in this specification. If not offering the specific article 54 named, bidder should enclose full information, specifications and descriptive data on items 55 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 56 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 57 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 58 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 59 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 60 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 61
MANUFACTURERS SPECIFICATION: 63
Complete manufacturer’s specification, published literature, and photos or illustrations of unit 64 proposed should be furnished with bid. Only new models in current production which are 65 catalogued by the manufacturer and for which printed literature and specifications are available 66 will be accepted. Bidders should prepare and submit their own proposals addressing each 67 section, item or component of these specifications indicating full compliance without exception 68 or explaining in detail any exception, deviation or non-compliance. Bidders should not simply 69 submit a copy of a manufacturer’s specifications if they differ from these specifications, nor 70 should they submit copies of manufacturer or third-party quotations as a response to the City’s 71 bid solicitation. 72
MANUFACTURERS STANDARD EQUIPMENT: 74
All equipment and components listed as standard by the manufacturer for model quoted shall 75 be furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. 76 Optional equipment as necessary to meet the following requirements of this specification shall 77 also be supplied.
