About this opportunity

The State of Colorado Department of Military and Veterans Affairs is requesting bids for design, construction, and installation of a 60 kW and 120 kWh battery energy storage system at the Colorado Army National Guard Windsor Readiness Center, with bids due electronically September 10, 2026, at 10:00 AM and a mandatory pre-bid conference and site tour on August 27, 2026, at 9:00 AM.

Preference is given to Colorado resident bidders, and Colorado labor must perform at least 80% of the work under Colorado Public Works requirements. Contractors must meet minimum qualifications including no prior termination by the State for non-performance, operation under the same business name for at least two years, demonstrated contracting experience on at least two similar projects exceeding $200,000 in hard costs, demonstrated bonding capability up to $200,000, and attendance at the mandatory pre-bid conference.

The scope includes constructing a concrete pad sized for future expansion of up to four battery units; underground utility trenching or boring for electrical conduits between the pad and the existing mechanical/electrical room; procurement of one Sol-Ark L3-HVR-60 battery and one 60k-3P-480V inverter; and full installation and wiring of the batteries and inverter to the main distribution panel. The system integrates with an existing 25 kW photovoltaic system to reduce peak demand through peak shaving and load shifting. Place of performance is 31725 Great Western Drive, Windsor, Colorado 80550.

The estimated project cost is $175,000. The contract structure is design/bid/build under State Form SC-6.21. A bid bond and power of attorney in an amount not less than 5% of the total bid are required, along with payment and performance bonds not less than 50% of the contract value; costs associated with required bonds must be included in the contractor's bid. Clarification requests are due September 1, 2026, by 3:00 PM. Anticipated award is September 10, 2026, with contract approval expected September 15, 2026, and construction anticipated to begin October 2026 and finish April 2027.
