This is an Advertisement for Bids issued by the State of Colorado Department of Military and Veterans Affairs for the Windsor Peak Shaving Battery Backup project. The Colorado Army National Guard (COARNG) is soliciting bids for the design, construction, and installation of a 60 kW and 120 kWh battery energy storage system (BESS) at the COARNG Windsor Readiness Center located at 31725 Great Western Dr., Windsor, CO 80550. The project scope includes constructing a concrete pad sized for future expansion of up to four battery units, underground utility trenching or boring for electrical conduits between the pad and the existing mechanical/electrical room, procurement of one Sol-Ark L3-HVR-60 battery and one 60k-3P-480V inverter, and full installation and wiring of the batteries and inverter to the main distribution panel. The system will integrate with an existing 25 kW PV system to reduce peak demand through peak shaving and load shifting. The mandatory pre-bid conference and site tour is scheduled for August 27, 2026, at 9:00 AM, with clarification requests due September 1, 2026, by 3:00 PM. Bids are due electronically by September 10, 2026, at 10:00 AM, followed by a virtual public bid opening the same day. The anticipated award date is September 10, 2026, with contract approval expected September 15, 2026, and construction anticipated to begin in October 2026 and finish in April 2027.

The estimated project cost is $175,000, and since this amount exceeds $150,000, a bid bond and power of attorney in an amount not less than 5% of the total bid are required, along with payment and performance bonds not less than 50% of the contract value. Contractors must meet minimum qualifications including no prior termination by the State for non-performance, operation under the same business name for at least two years, demonstrated contracting experience on at least two similar projects exceeding $200,000 in hard costs, demonstrated bonding capability up to $200,000, and attendance at the mandatory pre-bid conference. The project is subject to Colorado Public Works requirements mandating that Colorado labor shall perform at least 80% of the work, and preference is given to Colorado resident bidders. A Notice of Final Settlement will be required and advertised in the same location as the original solicitation upon project completion. The costs associated with required bonds must be included in the contractor's bid.

PROJECT OVERVIEW

The State of Colorado, The Colorado Army National Guard (COARNG), a division of the Department of Military and Veterans Affairs (DMVA), is soliciting bids from qualified contractors for the Windsor Peak Shaving Battery Backup project.

This project will involve the construction of the supporting infrastructure and installation of a 60 kW and 120 kWh battery energy storage system (BESS) at the COARNG Windsor Readiness Center at 31725 Great Western Dr. Windsor, CO 80550.

This work includes the design, wiring, permitting and installation of a battery energy storage system (BESS) system capable of providing net AC peak power of at least 60 kW, a storage capacity of at least 120 kwh, at 480 volt, 3-phase, 4-wire power. The COARNG BESS standard is to utilize Sol-Ark brand L3-HVR-60 and a Sol-Ark 60K-3P-480V Hybrid inverter. The work also includes the necessary wiring to connect power between the existing 25kw PV system, the BESS, and the grid to reduce peak demand through peak shaving and/or load shifting. The Windsor Readiness Center has direct electric service from United Power.

Scope of Services

The major components of this project are:

Spacing from building shall be compliant with NFPA 855 (anticipated at 10 feet or greater).

2) Underground utility trenching or boring for electrical conduits between the concrete pad to the existing Mechanical/Electrical room B101. These conduits will carry 480v wires, 240v wires, up to 1000v DC from the PV system, and low-voltage DC communication wires.

3) Procurement of one (1) Sol-Ark L3-HVR-60 and one (1) 60k-3P-480V Inverter. These will be added to one (1) existing L3-HVR-60 currently in COARNG inventory to get to the required 120 kWh capacity for the project.

4) Installation and wiring of the batteries and inverter to the main distribution panel.

The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Advertisement for Bid.
