About this opportunity
The Louisiana Office of State Procurement is requesting bids on frozen meat, poultry, seafood, and cheese products for the Department of Corrections Wakefield facility, with bids due October 13, 2026 at 10:00 a.m. CST and mandatory delivery on or before November 5, 2026. Delivery must occur Monday through Thursday, 7:00 a.m. to 1:00 p.m. Central Time at the Wakefield facility in St. Francisville, Louisiana.
The scope comprises 35 line items across chicken (leg quarters, livers, gizzards), turkey, beef, pork, fish (Pollock and portions), and two cheese products, with quantities ranging from 400 to 100,000 pounds. All meat, poultry, and seafood must comply with Louisiana Department of Agriculture and Forestry grading and certification requirements, USDA and FDA labeling, and state dairy regulations. Products must be processed-date stamped within 90 days of delivery (120 days for Pollock), delivered blast frozen at no higher than 10 degrees Fahrenheit, and packed on standard 40" x 48" non-returnable pallets. Vendors must provide letters of guarantee with shipments and contact the Wakefield plant manager 24 hours prior to delivery to schedule appointments.
Unit prices must include all transportation, freight, inside delivery, unpacking, and debris removal on an F.O.B. Destination basis and remain firm for a minimum of 60 days pending acceptance. The state reserves the right to reject individual line items and any vendor unable to meet the November 5 delivery deadline. Most line items will be awarded individually to the lowest responsive, responsible bidder; lines 2 and 35 (cheese) will be awarded on a grouped basis. Bids must be submitted through the LaGov eProcurement portal. Vendors must be registered in LaGov and provide a W-9 form if newly registered. The contract carries Louisiana preference provisions allowing up to 10 percent cost variance for Louisiana products, 7 percent for further-processed meat processed in Louisiana, and 5 percent for U.S.-manufactured items. Payment will be made within 30 days of invoice receipt or delivery, whichever is later. Contract renewals may be negotiated for up to two additional 12-month periods, for a total term not to exceed 36 months. Questions are due by October 13, 2026.
