About this opportunity
The City of Cedar Park, Texas is requesting bids for construction of the Northern Walnut Creek Trail–Northern Springdale Corridor segment, extending from Braker/Mokan to the Southern Walnut Creek Trail, with bids due September 17, 2026. The City of Austin Transportation and Public Works Department has established no DBE goals for this solicitation under the DBE Neutral Procurement Program; however, bidders must complete and submit the DBE Neutral utilization form and identify any subcontracting opportunities, contacting the Austin Small and Minority Business Resources office at (512) 974-7600 for subcontractor and supplier availability lists organized by commodity code.
The scope involves trail infrastructure construction with comprehensive technical and regulatory requirements. The site includes erosion and sedimentation control, tree protection, and revegetation. Contractors must obtain right-of-way excavation permits from the City of Austin Transportation Department, provide 24-hour advance notification to Public Works before work commencement, and submit "One Call" utility location requests at least 48 hours before excavation in city easements or rights-of-way. Minimum separation distances of 2 feet vertical and 5 feet horizontal apply to city utilities. Work hours are restricted to 9 AM to 4 PM Monday through Friday and 7 AM to 7 PM Saturday and Sunday, with no work during weekday peak hours of 6 AM to 9 AM and 4 PM to 6 PM on arterial and collector streets. Material testing and soil density analyses must be conducted by independent laboratories funded by the project owner. Any asbestos-containing pipe disturbance requires compliance with Texas Administrative Code Section 25, Article 4477-3A and 29 CFR 1926.1101, with notification to the City's Asbestos Manager 30 days in advance.
The procurement packet includes detailed vendor availability lists by commodity code covering pipe and culverts, lighting and solar-powered equipment, temporary fencing, traffic barricades, borrow and soil materials, and white hydrated lime. If subcontractors are employed post-award, the prime contractor must submit a completed DBE Neutral utilization plan listing all subcontractors, subconsultants, and suppliers to the Project Manager or Contract Manager.
