About this opportunity
The City of Norcross is requesting bids on construction of the Norcross Greenway — a 3.3-mile shared-use path enhancement project — with bids due June 17, 2026 at 2:00 p.m. and a pre-bid conference on May 29, 2026 at 2:00 p.m. The DBE goal for this project is 0 percent.
The scope consists of on-street and off-street segments along South Cemetery Street, Mitchell Road, Pinnacle Way, and Price Place, including two bridges and boardwalk sections extending from Mitchell Road to the existing Pinnacle Park Shared-Use Path. Work encompasses 157 line items covering traffic control, grading, asphalt and concrete paving, drainage infrastructure, erosion control, signage, guardrails, retaining walls, bridges, boardwalks, and traffic signal installation. The project is subject to the Georgia Department of Transportation Standard Specifications Construction of Transportation Systems, 2021 Edition, and includes special provisions governing traffic control during peak hours (6:00 a.m.–9:00 a.m. and 3:00 p.m.–7:00 p.m. Monday–Friday), with liquidated damages of $1,000 per hour for lane-closure violations and $1,000 daily penalties for milled-surface coverage delays. All project personnel must receive training on federally protected species (gray bat and Altamaha shiner) and maintain 200-foot buffers from streams and wetlands. The project requires permanent mitigation of 27 linear feet of stream and 0.05 acre of wetlands through mitigation bank credits (243 Little Sandy Creek legacy credits and 0.04 wetland credits; $40,000 in wetland-credit payments confirmed March 19, 2026).
The estimated project cost is $8,352,402.57. The contractor must achieve substantial completion within 730 calendar days of Notice to Proceed. Bid security of 5 percent is required; no retainage is held on monthly progress payments. Bidders submitting bids of $2,000,000 or less must be prequalified with or registered as a GDOT subcontractor; bidders exceeding $2,000,000 must be GDOT prequalified. Contract award goes to the lowest responsive, responsible bidder. Questions are due June 8, 2026, with addenda issued no later than June 12, 2026. Bid submissions must include two paper copies and one digital copy on USB drive.
