About this file
This is a Special Provision document issued by the Georgia Department of Transportation for Gwinnett County Project Number 0016067, relating to the City of Norcross Greenway - LCI Shared Use Path Enhancement project. The project encompasses approximately 3.3 miles of shared-use pathway with a combination of on-street and off-street segments, including roadway improvements along Mitchell Road, Pinnacle Way, and Price Place, along with undeveloped sections featuring two bridges and boardwalk components extending from Mitchell Road to the existing Pinnacle Park Shared-Use Path. The contract is governed by the Georgia Department of Transportation Standard Specifications for Construction of Transportation Systems, 2021 Edition, along with applicable special provisions and supplemental specifications. Construction must comply with all referenced Georgia Standards.
The Special Provision establishes specific performance requirements and associated liquidated damages penalties for various construction activities. Failure to reopen travel lanes as specified results in damages of $1,000 per hour or portion thereof. Milled surfaces must be covered within one day or incur $1,000 daily penalties. Right-of-way and limited access fencing is restricted to no more than 0.5 miles down at any given time, with livestock security requirements within 1,000 feet of interchanges and seven calendar days for completion elsewhere, assessed at $1,000 per day for non-compliance. Logo signs removed during grading must be remounted within five calendar days at their permanent location or temporarily placed in an Engineer-approved location, with penalties of $500 per calendar day per sign for non-compliance. All penalty rates are cumulative and apply in addition to any other liquidated damages assessed for overall project completion delays.

3. Fence removal and new fence installation shall be scheduled so as to provide continuous security to livestock, residential areas, businesses, frontage road areas and within 1,000 feet of interchanges.
