About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for a Neurodiversity Accessibility Training and Transit Orientation Program under RFP PS144500, with proposals due September 24, 2026 at 2:00 p.m., a pre-proposal conference on September 2, 2026 at 11:00 a.m. via Microsoft Teams, and written questions due September 4, 2026. The contract is funded with state and local funds and carries no mandatory SBE/DVBE subcontracting goal, though proposers are encouraged to maximize SBE/DVBE participation where subcontracting opportunities exist.
The scope encompasses developing and delivering customized training programs for Metro supervisory and frontline staff focused on neurodiversity awareness, disability inclusion, and customer service practices; designing an expanded transit orientation program framework to better serve neurodiverse riders and customers with other disabilities; and producing training materials in multiple formats including e-learning modules, videos, and accessible handbooks. The contractor must establish a sustainable train-the-trainer model enabling Metro staff to independently deliver and maintain the program long-term. All deliverables must be submitted in accessible formats such as Word and PDF. The contractor will develop key performance indicators and measurement methods to evaluate training and program effectiveness through user surveys, learner reaction assessments, knowledge acquisition metrics, and functional impact assessments. Biweekly progress meetings with Metro's Office of Civil Rights, Racial Equity and Inclusion Department are required, and specific tasks, timelines, and outputs may be adjusted to align with emerging accessibility priorities and preparation for major international events across Los Angeles County.
The fixed contract value is $34,650.00 for a one-year term, with the contract subject to state and local funding availability. Contractor pre-qualification is required for firms not exempted from the process if the bid or proposal exceeds $500,000 for non-construction contracts. Proposals will be evaluated on experience with neurodiversity and accessibility training (25%), work plan (25%), proposed approach and methodology (30%), and price proposal (20%). Proposals must not exceed 50 pages excluding certifications and resumes and must be submitted in four volumes as searchable Adobe PDF files via email to bids@metro.net, with individual attachments not exceeding 20 megabytes each. Proposals shall remain in effect for 120 days from the due date, and the successful proposer must execute the LACMTA-prepared contract within ten calendar days of receiving the Notice of Award.
