About this file

This is an evaluation criteria document for a Neurodiversity Accessibility Training and Transit Orientation Program RFP issued by Metro. The RFP seeks proposals for developing and delivering customized training programs focused on neurodiversity, disability inclusion, and accessibility for public transit employees and riders. The scope of work includes creating staff training programs for frontline employees, supervisors, managers, and developing a transit orientation program for neurodivergent transit riders. The deliverables encompass instructor-led training, virtual and hybrid learning environments, interactive e-learning modules, training videos, and accessible physical handbooks, with a requirement for a sustainable train-the-trainer model that enables Metro staff to independently deliver and maintain the program long-term.

Evaluation of proposals will be weighted across four categories: Experience & Qualifications of the Proposer and Key Personnel (25%), Work Plan (25%), Proposed Approach and Methodology (30%), and Price Proposal (20%). The Experience & Qualifications section emphasizes depth of relevant experience in customized training for neurodiversity and disability inclusion, particularly in large-scale and public sector environments, as well as the qualifications and project management experience of key personnel. The Work Plan section requires comprehensiveness in addressing all tasks, effectiveness in using neurodiversity-specific methodologies, clarity in resource allocation, and demonstrated ability to adapt delivery methods for different workforce levels and formats. The Proposed Approach and Methodology section, carrying the highest weight, assesses strategic alignment with Metro's specific needs, feasibility of evidence-based service delivery frameworks, capability in developing scalable training materials across multiple formats, viability of the train-the-trainer approach, and effectiveness of evaluation and continuous improvement strategies including meaningful stakeholder engagement. Price proposals will be scored by comparing each proposer's price to the lowest submitted price, weighted at 20% of the final evaluation score.
