About this opportunity
The West Virginia State Department of Education is soliciting proposals for a master agreement on networking, enterprise, and technology solutions under ARFP 0402 EDD2700000001, with proposals due November 30, 2026 at 2:00 p.m.
The scope encompasses wired and wireless LAN equipment, network security appliances, power management systems, servers, storage solutions, virtualization software, network management platforms, cabling infrastructure, extended warranties, professional services, security systems, communications equipment, content filtering, and cybersecurity solutions. The procurement includes products and services from established manufacturers including HPE Aruba Networking, Cisco, Juniper Networks, Extreme Networks, Fortinet, Dell Technologies, NetApp, and VMware, with vendors permitted to propose alternative manufacturers at the Department's sole discretion.
Vendors must submit discount percentages off manufacturer's suggested retail price or vendor's advertised price (whichever is lower) for each product category and manufacturer combination. Professional installation services are quoted as hourly rates across three tiered blocks (Tier 1: 10–40 hours; Tier 2: 41–120 hours; Tier 3: 121+ hours), each with a 90-day labor warranty and minimum 12-month block hour validity. The contract structure supports multi-year term offerings for software renewals, subscriptions, and support services with options for 1-, 3-, 5-, 7-, and 10-year terms depending on product category. Vendors may enter "No Bid" for products not being offered. Pricing must exactly match between the discount schedule (Exhibit B) and the cost sheet (Exhibit A), with vendors required to complete Exhibit B first to allow automatic transfer to Exhibit A.
The master agreement is established under NIGP commodity code 86132200. Sealed bid proposals must be submitted to the Department of Education's Office of Assessment, Building 6, Room 850, 1900 Kanawha Boulevard East, Charleston, West Virginia 25305. The procurement officer is Michelle L. Childers, (304) 558-2686, michelle.childers@k12.wv.us.
