About this opportunity
The Michigan Department of Health and Human Services is requesting proposals for a Non-Emergency Medical Transportation (NEMT) broker serving Medicaid Fee-for-Service beneficiaries, with proposals due November 6, 2026 and a pre-proposal meeting on September 14, 2026. Bidders must submit separate proposals for two geographic regions: (1) Wayne, Oakland, and Macomb Counties with an estimated 227,479 eligible members monthly, or (2) statewide coverage across all 83 Michigan counties with an estimated 553,980 eligible members monthly.
The scope encompasses 24/7 contact-center operations with toll-free telephone, web, and mobile applications; beneficiary eligibility verification through CHAMPS; same-day and advance transportation scheduling up to 30 days; provider recruitment and network management; claims and encounter data submission; and specialized services including wheelchair-accessible vehicles, medically necessary attendants, meals, and lodging. The contractor must arrange the least-costly transportation mode meeting medical and functional needs. Service area includes Macomb, Oakland, and Wayne Counties with potential statewide expansion.
Compensation is a monthly capitated Per-Member-Per-Month (PMPM) rate covering all costs. The contract term runs April 1, 2027 through March 31, 2030, with renewal options for up to five additional one-year periods at the State's sole discretion. Contracts valued at $250,000 or more require State Administrative Board approval.
Key performance standards include 95 percent answer rate for calls within 20 seconds, 90 percent on-time trip performance, 14-day complaint resolution, and 98 percent encounter data acceptance. The contractor must maintain FedRAMP authorization or annual SSAE 18 SOC 2 Type II audits, 99.98 percent system availability, 98 percent two-second response time, and comprehensive HIPAA compliance. Proposals are evaluated on 500 technical points; those scoring 400 or more advance to price evaluation. Questions are due September 18, 2026, with answers posted by September 23, 2026. Contact: Sarah Oumedian, OumedianS@michigan.gov, 517-335-1969.
