About this file
This file is a Definitions and Explanation of Terms document for RFP 260000002254, issued by the State of Michigan for a Non-Emergency Medical Transportation (NEMT) Broker serving Medicaid Fee-for-Service (FFS) beneficiaries. The document establishes standardized terminology and definitions for all terms used throughout the contract, covering key service elements such as transportation modes, vehicle types, trip classifications, and personnel roles. The contract encompasses multiple service delivery mechanisms including commercial and nonprofit transportation, fixed-route and demand-response public transit, volunteer drivers, and mileage reimbursement options. Critical definitions include various transportation service levels (ambulatory, wheelchair lift-equipped vehicles, medivans, and walkers with lifts), trip classifications (A-leg and B-leg), and special allowances for medically necessary accommodations and attendants.
The document further defines financial and operational metrics relevant to the NEMT broker's responsibilities, including push payments (monthly advance capitation payments issued via CHAMPS on the third Thursday of each month), off-cycle payments for newly eligible beneficiaries, and mileage calculations using online mapping services or GPS devices. Key personnel classifications are detailed, distinguishing between contractor employees, transportation providers/drivers, individuals with vested interests, and medically necessary attendants. The definitions clarify operational concepts such as missed trips, waiting time, unloaded mileage, and round-trip transportation, establishing the framework for consistent measurement and reimbursement across all NEMT services provided to Medicaid FFS beneficiaries under this broker contract.
