About this opportunity
The Michigan Department of Health and Human Services is requesting proposals for a Non-Emergency Medical Transportation (NEMT) broker to serve Medicaid fee-for-service beneficiaries, with proposals due November 6, 2026 and a mandatory pre-proposal meeting on September 14, 2026 at 1:00 p.m. Eastern via Microsoft Teams. Bidders must choose between two scopes: a three-county regional service area (Wayne, Oakland, and Macomb Counties) with an estimated 227,479 monthly eligible beneficiaries, or statewide coverage including upper and lower peninsulas with an estimated 553,980 monthly eligible beneficiaries. The contract term is three years effective April 1, 2027 through March 31, 2030, with up to five additional one-year renewal options at the State's sole discretion.
The broker must establish 24/7/365 toll-free call center operations, web-based and mobile applications, and coordinate transportation modes including ambulatory, medivan, wheelchair lift-equipped vehicles, mass transit, and specialty services. Key performance standards include answering 95 percent of calls within 20 seconds, processing reservations within 24 to 48 hours depending on service date, ensuring on-time pick-ups within 15 minutes for at least 90 percent of trips, and maintaining 98 percent encounter file acceptance rates with 95 percent of approved provider claims paid within 45 days.
Compensation is capitated on a per-member-per-month (PMPM) basis, all-inclusive of direct and indirect costs. Pricing proposals must be submitted in modifiable Microsoft Word or Excel format. Written questions are due September 18, 2026, with answers posted by September 23, 2026.
The contractor must comply with federal provisions including Clean Air Act standards (for contracts exceeding $150,000), Byrd Anti-Lobbying Amendment certification (for contracts exceeding $100,000), SAM debarment verification, HIPAA Business Associate Agreement terms, NIST 800-53 MOD controls, FedRAMP authorization or annual SSAE 18 SOC 2 Type II audits, FIPS-validated AES encryption (128-bit or higher) for data in transit and at rest, and multi-factor authentication for privileged access. Data centers must meet Uptime Institute Tier 3 standards or equivalent and be located in the continental United States.
Insurance requirements include $1 million per occurrence/$2 million aggregate general liability and $1 million per claim professional liability, with the State named as additional insured. The State Administrator is Sarah Oumedian (517-335-1969, OumedianS@michigan.gov).
Technical proposals will be evaluated on 500 points; those scoring 400 or more advance to price evaluation. Contracts valued at $250,000 or more require State Administrative Board approval.
