About this file
This is a Schedule of Definitions and Explanation of Terms document for RFP 260000002254, a Non-Emergency Medical Transportation (NEMT) Broker contract for Medicaid Fee for Service (FFS) beneficiaries issued by the State of Michigan. The document provides standardized definitions for all terms used throughout the contract and related procurement materials. Key definitions establish the scope of services, including various modes of transportation (commercial, nonprofit, fixed route, demand response, volunteer drivers, and mileage reimbursement), types of vehicles (medivans, wheelchair lift-equipped vehicles), and classifications of personnel (contractors' employees, transportation providers/drivers, and medically necessary attendants). The document defines operational concepts such as trip types (A-leg and B-leg), round trips, waiting time, unloaded mileage, and missed trips, along with special allowances for medically necessary services. Additionally, it clarifies payment mechanisms including monthly advance capitation (PMPM) payments processed through CHAMPS on the third Thursday of each month and off-cycle payments for newly eligible beneficiaries or eligibility adjustments.
The definitions document emphasizes distinctions between different categories of transportation providers and service levels to ensure precise contract administration and billing accuracy. It includes specifications for vehicle types based on beneficiary needs, ranging from ambulatory services requiring no special accommodations to wheelchair lift-equipped vehicles and medi-vans requiring door-to-door or curb-to-curb service. The document establishes clear parameters for mileage calculations (rounded to the nearest mile and verified through mapping services or GPS devices) and identifies individuals with vested interests—relatives or friends with personal stakes in beneficiary welfare—who may provide transportation services. References to the Michigan Medicaid Provider Manual and the NEMT chapter provide contractors with additional regulatory guidance for compliance and billing procedures.
