About this opportunity
The Michigan Department of Health and Human Services is requesting proposals for a Non-Emergency Medical Transportation (NEMT) Broker to administer Medicaid FFS services, with proposals due October 30, 2026 at 3:00 p.m. Eastern and a pre-proposal meeting scheduled for September 14, 2026 via Microsoft Teams. Bidders may respond for either a three-county region (Wayne, Oakland, and Macomb) or statewide coverage; written questions are due September 18, 2026, with answers posted by September 23.
The scope is comprehensive NEMT program administration including 24/7 call center operations, web and mobile application access, transportation scheduling and dispatch, provider network management, beneficiary eligibility verification, complaint resolution within 14 calendar days, and compliance monitoring. The contractor must establish pick-up performance within 15 minutes and 90% on-time appointment arrival, coordinate diverse transportation modes (volunteer drivers, commercial providers, public transit, rideshare, taxicabs, air travel where authorized), and maintain a Special Investigations Unit for fraud, waste, and abuse detection. All staff with access to confidential information undergo background screening. The contractor must comply with HIPAA, maintain FedRAMP or SSAE 18 SOC 2 Type II audit compliance for hosting, encrypt data in transit and at rest using FIPS-validated AES-128 or higher, host exclusively in the continental United States, and achieve 99.98% system availability with maximum five hours weekly scheduled downtime.
The estimated eligible beneficiary population is 227,479 for the tri-county region and 553,980 statewide. Pricing is submitted as a per-member per-month (PMPM) capitated rate inclusive of all setup, administrative, and ancillary costs. The contract runs April 1, 2027 through March 31, 2030, with up to five optional one-year renewal periods. Proposals are evaluated on 500 technical points with a 400-point minimum threshold; pricing is evaluated only for proposals meeting that threshold. Five key personnel (Administrator/Director, Quality Manager, Compliance Officer, SIU Coordinator, Customer Service Manager) must be full-time and assigned to the State account. Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation, and Employers Liability ($500,000) insurance with A.M. Best A- VII or better are required. Submission is electronic through Michigan SIGMA VSS in modifiable formats (Word, Excel, Google Docs/Sheets) with individual files not exceeding 30 MB. All proposals require a completed Confidential Treatment Form and must remain irrevocable for 180 days.
