About this file
This document is Schedule I of RFP 260000002254 issued by the State of Michigan for a Non-Emergency Medical Transportation (NEMT) Broker serving Medicaid Fee for Service (FFS) beneficiaries. The file provides comprehensive definitions and explanations of terms essential to the contract, including key transportation service types such as ambulatory transport, medivan services, and wheelchair lift-equipped vehicles. The document defines critical operational concepts including trip types (A-leg and B-leg), mileage calculations using online mapping services or GPS devices, missed trip criteria, and various modes of transportation encompassing commercial, nonprofit, public transit, volunteer drivers, and mileage reimbursement options. Special allowances are identified for medically necessary accommodations, including wheelchair lifts, medivans, and medically necessary attendants supported by medical documentation.
The definitions establish the scope of NEMT provider types that the broker must coordinate, ranging from public transit and commercial transportation entities to nonprofit organizations, volunteer drivers, individuals with vested interests, and beneficiaries receiving personal vehicle reimbursement. Payment structures are outlined as monthly advance capitation (PMPM) payments delivered via CHAMPS on the third Thursday of each month, with off-cycle payments addressing newly eligible beneficiaries and recoupment credits for beneficiary eligibility changes. The document references the Michigan Medicaid Provider Manual for additional guidance on NEMT services, establishing that the broker operates within the established Medicaid framework for non-emergency transportation services for eligible fee-for-service beneficiaries.
