About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting bids under IFB NC27-3 for cut and pile work in American Fork Canyon, with bids due August 7, 2026. Participation is restricted to prequalified contractors currently listed on the State's Pre-approved/Pre-qualified Vendor list; unqualified vendors may not submit.

The scope covers vegetation thinning and debris management across approximately 162 acres within a 1,775-acre project area in the Uinta-Wasatch-Cache National Forest and Timpanogos Cave National Monument near Lehi, Utah, at elevations ranging from 5,400 to 6,800 feet. Work includes thinning mixed conifer, Gambel Oak, and Juniper vegetation in upland and riparian zones. A minimum crew size of eight personnel is required, including competent sawyers capable of felling trees up to 20 inches in diameter. The contractor must furnish all labor, equipment, supervision, and materials. Pricing is submitted on a per-acre basis and must include all mobilization and operating costs with no fuel surcharges or adjustments permitted. Contractors must guarantee pricing through project completion.

The project performance period runs April 1 through November 30, with work hours limited to between half hour after sunrise and half hour before sunset. The contractor must begin work within seven calendar days of receiving notice to proceed. Work may be halted by the state due to weather, soil conditions, or snow accumulation exceeding six inches. No mandatory site visit is required, though one is strongly recommended. A single contract award will be made to the lowest responsive and responsible prequalified bidder. Payment is a lump-sum amount following final government inspection and approval of actual completed acreage. The contractor bears sole responsibility for equipment protection, public safety, fire prevention compliance, crew supervision, and environmental remediation, including noxious weed prevention and bio-based product utilization. All bids must be submitted through the U3P system by the closing date specified there.
