About this opportunity

The County of Wayne is soliciting bids for the Comprehensive Nankin Mills Campus Improvements project (IFB #37-25-049), a complex multi-phase renovation initiative targeting multiple historic buildings and surrounding site infrastructure. The project encompasses extensive architectural and site-wide improvements, including interior and exterior restoration of the Mill Building, Tenant House, Pole Barn, and maintenance buildings. Specific deliverables include updating museum exhibits, mechanical systems, office spaces, and public gathering areas, with comprehensive site development involving new parking, storm detention, utilities, landscaping, and infrastructure enhancements. Two mandatory pre-bid site tours are scheduled for May 6 and May 20, 2025, with bid responses due on June 24, 2025, and a targeted contract start date of August 5, 2025. The contract term is two years, with substantial completion required within 700 calendar days of the Notice to Proceed and a potential six-month extension option. Bidders must provide a 5% bid guarantee/bid bond and demonstrate capabilities in historical preservation, modern building systems integration, and comprehensive site development.

The procurement emphasizes supplier diversity and subcontractor participation, with established county-based enterprise programs offering equalization credits up to 7% for businesses located within Wayne County. Additional credits are available for small businesses, expanding businesses, joint ventures, mentor ventures, and veteran enterprises. The project requires robust Disadvantaged Business Enterprise (DBE) participation, with bidders mandated to list DBE percentages, provide detailed participant descriptions, and confirm certification status with the Michigan United Certification Program. Contractors must complete comprehensive ethics and debarment forms, certifying no current suspension or termination from governmental contracts. The project is funded through American Rescue Plan Act (ARPA) funds and Wayne County Parks millage, with a total estimated project cost around $1,395,000. A cooperative contract option allows potential pricing extension to other municipalities, counties, school districts, and local governmental entities through the Collaborative Procurement Plus (CoPro+) program, with an administrative rebate fee of 1.5% collected from sales volume.
