About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes for a statewide, open-end contract to supply 2027 or latest model year motor vehicles in Classes 1–18 to all state agencies and political subdivisions, with quotes due September 24, 2026 at 1:30 p.m. Eastern Time.

This is a manufacturer-authorized-dealer solicitation: the apparent successful vendor must be a manufacturer-authorized dealer for the vehicle make and model provided and must be registered with the West Virginia Purchasing Division prior to contract award. Technical questions are due September 16, 2026 at 10:00 a.m. Eastern Time. A mandatory pre-bid meeting is required, though the specific date and time are not populated in the template.

The scope spans vehicle Classes 1–18, including compact and mid-size sedans, utility vehicles, minivans, and pickup trucks with multiple drive types and configurations. Vendors must bid on gasoline-powered vehicles as the base offering, with optional pricing for flex-fuel (E85), diesel, compressed natural gas/bi-fuel, and hybrid variants. Each vehicle class carries extensive mandatory equipment specifications including automatic transmission, power steering, ABS brakes, Bluetooth-compatible AM/FM radio, power mirrors, air conditioning, airbags, power windows and locks, backup camera, and cruise control. Delivery is required within 120 working days for standard orders and 60 working days for emergency orders, with vehicles delivered F.O.B. to West Virginia Surplus Property in Dunbar or directly to agencies in the Charleston Metro Area. Vendors are responsible for all delivery costs to standard locations and may charge supplementary per-mile fees for non-standard deliveries. Manufacturer's basic warranty must provide minimum 3-year/36,000-mile bumper-to-bumper coverage with corrosion and powertrain protection. Pre-delivery inspection and preparation is mandatory. Late delivery penalties of 0.5% daily assess against the purchase requisition amount for delays exceeding 120 calendar days.

The contract becomes effective upon award and extends for one year or until the vendor notifies the Purchasing Division that the model year build-out date has been reached. Pricing is firm for the life of the contract unless otherwise specified. Vendors must submit quarterly utilization reports by vehicle class to the Purchasing Division buyer. Contact the buyer, Mark A. Atkins, at (304) 558-2307 or mark.a.atkins@wv.gov. Bids will be opened at the Department of Administration, Purchasing Division office, 2019 Washington Street, East Charleston, WV 25305-0130.
