About this opportunity
The City of Meriden, Connecticut is requesting proposals for a comprehensive motor vehicle audit to identify vehicles owned by city residents that are registered out-of-state or unregistered in violation of Connecticut General Statutes 12-71 and 14-12a, with proposals due October 30, 2026 at 11:00 a.m. EDT. All vendors are eligible; no set-asides or preferences apply.
The scope requires the selected firm to audit vehicles operating within Meriden's municipal borders, identify out-of-state license plates owned by Meriden residents, determine validity of out-of-state registration, and establish grounds for adding non-compliant vehicles to the local tax grand list. The audit's primary objective is to recover lost tax revenue by identifying vehicles legally subject to municipal property tax that have been improperly registered elsewhere to avoid local property tax obligations, which constitutes tax evasion under Connecticut law.
No estimated contract value is stated. The contract terms reference vendor-specified pricing with Free On Board Destination delivery. The solicitation opened October 9, 2026 at 1:00 p.m. EDT. Vendor questions are due October 23, 2026 at 4:00 p.m. EDT, with a submission window from October 9 at 1:15 p.m. EDT through that deadline. All proposals must be submitted through the OpenGov EPortal. Contact Susan Martel, City of Meriden Procurement, at 203-630-4115 or smartel@meridenct.gov for inquiries. Additional detailed specifications are contained in supporting documentation referenced as "RFP027-31 MV Audit.pdf."
Opportunity text
Meriden is seeking proposals from qualified vendors to conduct a comprehensive audit of vehicles operating within its municipal borders that are registered out-of-state, or have failed to register locally, in violation of Connecticut General Statutes (CGS) §12-71 and §14-12a. The primary goal of this initiative is to identify non-compliant vehicles legally subject to municipal property tax, establish fair assessments, and recover lost tax revenue for the municipality. The City desires an external firm to audit out-of-state license plates of motor vehicles owned by residents of Meriden to determine their validity and to find and collect taxes on vehicles that are kept in town but registered elsewhere. Municipalities have the authority to add unregistered or out-of-state vehicles to their local grand tax lists as registering a vehicle out of state while residing in Connecticut to avoid local property taxes is considered tax evasion and is illegal under Connecticut state law.
