Substantial completion is required by December 15, 2026, with final completion by December 31, 2026. Liquidated damages apply for failure to meet the substantial completion deadline. The award will be final upon expiration of the 5-day protest period following the Notice of Intent to Award, or immediately if only one bid is submitted.
