About this opportunity
The Michigan Department of Transportation is requesting proposals for janitorial, grounds maintenance, and snow removal services at the Monroe Welcome Center, with proposals due August 20, 2026, at 3:00 p.m. EST. The mandatory pre-proposal meeting was held August 12, 2026, and questions were due August 13, 2026. Award will be made on a pass/fail basis to the lowest-priced responsive and responsible bidder meeting all evaluation criteria.
The scope includes janitorial services for an 8,522-square-foot facility serving approximately 1.5 million annual visitors (including 5 restrooms with 25 toilets and 8 urinals, lobby, kitchen, conference room, and storage areas); grounds maintenance covering approximately 8 acres (mowing 26 cycles annually from May 1 through mid-October at three-inch height, edging, trimming, mulching with contractor-supplied hardwood bark, annual flower bed management, spring and fall cleanup, and turf aeration); and snow and ice removal estimated at 30 occurrences annually. Janitorial services require 140 weekly hours delivered under one of two staffing options, with a Site Supervisor maintaining minimum monthly onsite presence. The contractor must supply all janitorial equipment, grounds maintenance equipment (mowers, string trimmers, motorized edgers, blowers, power washing equipment), and snow removal equipment. MDOT supplies janitorial chemicals, replenishable supplies, de-icing chemicals, and mulch. Contractors must obtain all required permits and licenses, conduct pre-employment and random drug testing, and complete criminal background checks.
The contract term is three years commencing October 31, 2026, and ending October 30, 2029, with two optional one-year renewal periods. Pricing is firm for the entire contract term with no escalation. Evaluation is pass/fail on completeness of vendor question responses, Statement of Work responses, and pricing schedule completion. Proposals must be submitted electronically through the Michigan SIGMA VSS portal and must include a Confidential Treatment Form regardless of confidentiality designation. The State considers qualified disabled veteran business status, economic impact, Michigan resident employment, and past performance as secondary factors. Protests must be submitted within three business days of award recommendation posting to Michael Meddaugh at MeddaughM@Michigan.gov.
