About this file

This document contains vendor questions and the Michigan Department of Transportation (MDOT) responses regarding a janitorial services contract for the Monroe Welcome Center. The contract requires janitorial services with 140 hours of weekly coverage, which can be delivered through two staffing options that MDOT has indicated are flexible and may be changed with mutual consent during the contract term. Key personnel requirements include a Site Supervisor with a minimum onsite presence of one day per month and a separate Contractor Representative/Project Manager, though the latter does not require onsite presence. During major snow events—defined as snowfall exceeding six inches, storms lasting 12-24 hours, or conditions preventing safe pathway maintenance—an additional attendant may be required. MDOT supplies all janitorial chemicals and replenishable supplies, with the contractor responsible for providing specific equipment items including scrub pads, sponges, cloths, and toilet bowl mops.

Contractors must submit an hourly rate for additional attendants requested during snow removal events, which will be separately authorized and compensated beyond the basic janitorial unit price. Key personnel are permitted to manage other contractor accounts or MDOT locations provided all Monroe Welcome Center response, inspection, reporting, and availability requirements are satisfied. Refuse disposal at the Monroe Welcome Center is handled under a separate contract managed by the Welcome Center itself, and therefore is not part of this janitorial services contract. MDOT retains the right to modify staffing options during the contract term, though contractors may propose changes with MDOT consultation and consent.

1. Key Personnel / Supervision Please clarify the minimum required onsite presence for the Contractor Representative/Project Manager and Site Supervisor. Are these Key Personnel permitted to manage other contractor accounts or MDOT locations, provided all Monroe response, inspection, reporting, and availability requirements are satisfied?

MDOT RESPONSE: Minimum onsite presence for the site supervisor is one day per month. Contractor Representative/Project Manager does not have to be on site. Key Personnel are allowed to manage other accounts if the stated requirements for the Monroe Welcome Center are satisfied.

Additionally, does MDOT require the Contractor Representative/Project Manager and Site Supervisor to be two separate individuals, or may one qualified individual fulfill both roles if all requirements of each position are met?

MDOT RESPONSE: We would like these positions to be separate and these personnel should be identified at the pre-maintenance meeting.

1. Schedule C Staffing Options Schedule C provides two staffing options that result in approximately the same total weekly coverage. At what point will MDOT select the staffing option to be utilized—prior to award, at award, or after contract commencement? Once selected, may MDOT change between staffing options during the contract term?

MDOT RESPONSE: The hours of coverage are exactly the same for both options, 140 hours/week. The two different staffing options were offered to assist the contractor to be able to best hire and retain reliable staff. MDOT does not anticipate changing options during the contract but retains the right to do so. Contractor may change options with the consultation and consent of MDOT.

1. Additional Attendant During Major Snow Events Schedule C references an additional attendant during major snow events. Please clarify what conditions trigger this requirement, the anticipated number of additional hours, and whether these hours should be included within the basic janitorial unit price or will be separately authorized and compensated.

MDOT RESPONSE: It is not possible to predict the severity of storm events that may occur that would require an additional attendant. An estimate would be a snowfall in excess of six inches or a storm of 12-24 hours duration, or any condition that would prevent the two scheduled attendants from keeping safe pathways to the building. Bidders should provide an hourly rate for an additional attendant requested for snow removal.

1. Janitorial Supply Consumption Can MDOT provide historical annual or monthly consumption quantities for contractor-furnished janitorial chemicals, cleaning materials, and any contractor-furnished replenishable supplies at the Monroe Welcome Center?

MDOT RESPONSE: MDOT supplies all janitorial chemicals and replenishable supplies for the Monroe Welcome Center. Please refer to the Schedule C – Janitorial Supplies & Equipment tab for estimated quantities of equipment the contractor is to provide. There are three equipment items for which MDOT does not have an estimate – scrub pads for poles, Sponges and Cloths, and Toilet Bowl Johnny Mops.

1. Refuse Disposal Can MDOT provide the current dumpster size, number of containers, pickup frequency, and/or historical refuse service level for the Monroe Welcome Center?

MDOT RESPONSE: Refuse disposal at the Monroe Welcome Center is handled under a separate contract managed by the Welcome Center.
