About this opportunity
The State of West Virginia, Office of Shared Administration, is soliciting bids for a Mobility Platform Software solution for the Department of Health's Rural Health Transformation Program, with quotes due August 25, 2026 at 10:30 a.m. EDT and questions due August 17, 2026 at 1:00 p.m. EDT. A mandatory pre-bid meeting must be attended by all bidders. This is a federal-funded procurement (approximately $199.5 million in CMS/HHS funding under Public Law 119-21) evaluated under separate state and county-level procurement streams; both evaluations must identify the same vendor to result in a single contract award, or multiple contracts may be issued. The solicitation carries mandatory federal contract compliance requirements including Davis-Bacon wage rates (if construction work exceeds $2,000), promotion of minority businesses and women's business enterprises, domestic preferences, debarment verification through SAM, and Byrd Anti-Lobbying certification for awards exceeding $100,000.
The platform must be fully operational and integrated within 12 months of contract execution. Core deliverables include real-time ride scheduling and dispatch, patient eligibility verification (Medicaid and uninsured pathways), bidirectional data integration with ten systems, training for up to 50 end users, and 12 months of hosting. The platform must achieve HIPAA compliance, NIST SP 800-53 Revision 5 Moderate controls, FedRAMP or GovRAMP Moderate authorization, multi-factor authentication, role-based access controls, immutable audit logs retained six years, FHIR R4 and HL7 v2 interoperability, and integration with West Virginia Data Spine and WVHIN. Vendors must demonstrate prior HIPAA and 42 CFR Part 2 compliance experience, provide three client references, and either demonstrate prior mobility platform development or present a documented acquisition strategy with named codebase candidates and timelines. All intellectual property rights must transfer to the State as work-for-hire; data must be maintained in portable, non-proprietary formats and returned to the State upon termination.
Payment is structured across six milestones over 12 months (15%, 15%, 15%, 20%, 15%, 20%). Pricing must include all development, hosting, training, and transition assistance on a fixed basis without separate hosting invoices. The selected awardee must maintain Commercial General Liability Insurance of at least $1 million per occurrence, Automobile Liability Insurance of at least $1 million per occurrence, and Professional/Malpractice/Errors and Omissions Insurance of at least $5 million per occurrence. The contract term is 365 days from notice to proceed. Vendors must complete a Purchasing Affidavit affirming they are not in default on monetary obligations to the state or political subdivisions. If the contract value reaches $1 million or more, a Disclosure of Interested Parties form must be submitted prior to beginning work.
