About this opportunity

The City of Pasadena Water and Power Department is soliciting proposals for recurring mobile truck washing services at the City Yards, 245 W. Mountain Street, Pasadena, California, with proposals due October 19, 2026, and questions due October 12, 2026. The contract is evaluated on lowest Grand Total Price submitted.

The scope is express exterior-only washing for a mixed utility fleet estimated at 34 pickup trucks, 11 step vans, 14 medium-duty trucks, and 29 large specialty utility vehicles. Services will be performed every other week on Sundays between 7:00 a.m. and 5:00 p.m. The contractor shall provide all labor, supervision, equipment, materials, water, power, containment, collection, and disposal resources. The City does not guarantee a minimum number of vehicles for any service visit; actual fleet composition may vary based on operational needs and vehicle availability.

A critical compliance requirement involves stormwater and wastewater management: the contractor must implement best management practices to prevent wash water (which may contain detergents, sediment, oils, grease, and other pollutants) from entering the storm drain system, street, gutter, curb, or any unauthorized drainage area. The contractor shall contain, collect, reclaim, and/or lawfully dispose of all wash water. Any discharge to the sanitary sewer system or other approved location requires prior City approval.

The contract term is September 3, 2026, through June 30, 2027. At the conclusion of the first contract year, the contractor may request unit price increases not exceeding the Consumer Price Index for the preceding 12-month period. Services must commence no more than ninety days after receipt of the City purchase order.

Contractors must obtain a Pasadena Business License and comply with the Pasadena Living Wage Ordinance if the contract exceeds $25,000, as well as minimum wage requirements under Pasadena Municipal Code Chapter 5.02. Form AA-1 Equal Employment Opportunity certification is required. Bidders must submit a UEI form, Relevant Experience Form demonstrating five similar projects, and Project Workforce Utilization form. Bid security of 5% of the total bid price in the form of an electronic surety bond is required. Proposals must be submitted electronically through the City's eProcurement Portal with proper acknowledgment of all addenda.
