About this file
This is a Federal Required Certification document related to the City of Pasadena Water and Power Department's Mobile Truck Washing Service contract opportunity in Pasadena, California. The document establishes certification requirements that prospective contractors must meet to be eligible for bidding on recurring mobile truck washing services. The services will be performed at the City Yards located at 245 W. Mountain Street and are anticipated to occur every other week on Sundays between 7:00 a.m. and 5:00 p.m. The contractor will be responsible for washing a mixed utility fleet including pickup trucks, step vans, medium-duty trucks, and large specialty utility vehicles using express exterior-only methods.
The contractor must provide all necessary labor, supervision, equipment, materials, water, power, containment, collection, and disposal resources while ensuring compliance with all applicable federal, state, and local regulations. Critical to this contract is the requirement that the contractor implement appropriate best management practices to prevent wash water—which may contain detergents, sediment, oils, grease, and other pollutants—from entering storm drain systems, streets, gutters, curbs, or unauthorized drainage areas. The contractor must contain, collect, reclaim, and/or lawfully dispose of all wash water, with any discharge to the sanitary sewer system or other approved location requiring prior City approval. The vehicle types and quantities presented are estimates only and may vary based on operational needs, vehicle availability, and fleet assignments, with no guarantee of a minimum number of vehicles for any service visit.
