All data storage and processing must occur within United States borders. The contractor must maintain professional liability and network security insurance with minimum limits of $2,000,000 per occurrence and annual aggregate and conduct annual third-party security audits with 24/7 incident response availability.

The anticipated contract term runs September 1, 2026 through August 31, 2028, with options to extend up to three additional years. Implementation deliverables must be completed by June 30, 2027. Vendors must complete a five-year cost proposal itemized by year across Licensing, Support/Maintenance, Customizations, Implementation, SaaS/Hosting, and Other Costs with no ranges or contingencies. All responders must complete a Minnesota Department of Human Rights Workforce and Equal Pay Declaration form and submit proposals through the SWIFT Supplier Portal.
