About this file

This is an addendum to a Request for Proposals issued by the Minnesota Department of Information Technology Services (MNIT) in partnership with the Minnesota Department of Corrections (DOC) for a vendor-managed eCommerce solution serving MINNCOR Industries Division. The solution must function as a centralized cloud-based platform supporting product lifecycle management, ordering, fulfillment, and reporting across MINNCOR's diverse inventory including commercial print and bindery services, office furniture, seating and upholstery, high-visibility clothing, custodial products, textiles, PPE, mattresses, laundry services, and specialized manufacturing goods. Proposals are due July 23, 2026 at 2:00 PM, with questions due by July 8, 2026. The anticipated contract term runs September 1, 2026 through August 31, 2028, with options to extend up to three additional years. Implementation deliverables must be completed by June 30, 2027.

The vendor must develop, implement, host, secure, and support the platform on cloud infrastructure with all data storage and processing occurring within United States borders. The solution must integrate seamlessly with Epicor Kinetic for real-time inventory synchronization, support both B2B and B2C operations with PCI-compliant payment processing, and meet WCAG 2.1 Level AA accessibility standards. The vendor must obtain GovRAMP Authorization at Moderate Impact Level by April 1, 2027, or provide equivalent FedRAMP authorization. Professional liability and network security insurance with minimum limits of $2,000,000 per occurrence and annual aggregate are required, along with annual third-party security audits and 24/7 incident response availability. Targeted group, economically disadvantaged, and veteran-owned businesses certified by Minnesota receive 12 percent preference points in evaluation. Vendors must submit a five-year cost proposal itemized by year across Licensing, Support/Maintenance, Customizations, Implementation, SaaS/Hosting, and Other Costs with no ranges or contingencies, and all responders must complete a Minnesota Department of Human Rights Workforce and Equal Pay Declaration form. Proposals must be submitted through the SWIFT Supplier Portal.

Request for Proposals (RFP) Addendum #3 SWIFT Event #: 2000018420 Agency: Department of Information Technology Services partnering with the Department of Corrections Addendum Number: 3 Date of Addendum: 7/28/2026 Title: MINNCOR eCommerce Solutions

SCOPE OF ADDENDUM

The following are changes to the RFP:

(1) Revisions to the RFP language: The revision includes the extended response due date where Responses must be received no later than 2:00 PM Central Time, 7/28/2026 is changed to no later than 2:00 PM Central Time, 8/3/2026

Changes to the original RFP language will use underlines for insertions and strikethroughs for deletions; or the section will describe what is changing or being added to the RFP language.

· Responses must be received not later than 2:00 PM Central Time, 7/28/2028 8/3/2026

(2) Revision to State’s answer to Vendor Question 1.1 on Adendum #2: The revision includes the answer being revised and broken down into the two distinct components and not bundled as a single issue to be addressed.

Changes to the original Addendum #2 language will use underlines for insertions and strikethroughs for deletions; or the section will describe what is changing or being added to the Addendum #2 language.

1.1 Question: The RFP requires comprehensive B2C eCommerce capabilities including GovRAMP authorization requirements for High Risk Data on an aggressive timeline. We are not aware of many if any firms in the specialized print production eCommerce and institutional manufacturing workflow vertical that can demonstrate both mature B2C transaction support and timely GovRAMP Moderate compliance. Would the State consider removing the B2C component or adjusting the GovRAMP scope and timeline to encourage broader participation from qualified vendors with relevant vertical experience?

1.1 Answer: The State of Minnesota’s RFP for MINNCOR eCommerce requires comprehensive B2C capabilities and GovRAMP Moderate authorization for vendors handling high-risk data. As of July 2026, the requirement is fixed: all new/renewing IT contracts for high-risk data vendors must achieve GovRAMP Moderate or High authorization by April 1, 2027, with continuous monitoring.

Please Note: There is no published indication that the B2C component or GovRAMP timeline will be relaxed; any changes would require formal amendment to the RFP or contract.

1. comprehensive B2C eCommerce capabilities – Any vendor working in the eCommerce space should be able to meet this requirement

1. achieve GovRAMP Moderate or High authorization by April 1, 2027, with continuous monitoring – For this requirement, the vendor should be able to articulate that they are actively working toward meeting this requirement and the steps they are taking to become compliant or state they are already compliant.
