About this opportunity

The City of Largo, Florida Engineering Services Department is requesting sealed bids for miscellaneous manhole rehabilitation services under Contract 26-B-867, with bids due October 2, 2026 at 3:00 p.m. local time; the question deadline has passed (September 1, 2026).

Work encompasses debris removal, surface preparation by sandblasting, concrete repair, and grouting for manholes at various locations throughout the City, assigned on a task-order basis. The city reserves the right to award separate contracts for various repair methods and to determine which method applies to any given situation. Bidders submit unit prices for individual line items with lump-sum and additive alternate bid items; estimated quantities in the Schedule of Bid Prices are for comparison only, with final quantities and contract price determined by actual work performed. No bid security is required for submission.

The contract term runs from award through September 30, 2027, with two optional one-year extensions by mutual agreement. Liquidated damages are assessed at $500 per day for failure to achieve substantial completion and $500 per day thereafter. Progress payments are made at 95 percent of work completed with 5 percent retainage; unpaid amounts bear interest at one percent per month under the Florida Prompt Payment Act. The successful bidder must execute performance and payment bonds and provide required insurance documentation within specified timeframes.

Key execution requirements include a pre-construction meeting within twenty days of contract execution and no later than ten days before on-site work begins, with mandatory attendance from the project manager, site superintendent, safety representative, and major subcontractors. A Critical Path Method progress schedule must be submitted within ten days of commencement with monthly updates; recovery schedules are required if work falls thirty or more days behind without excusable delay. A licensed Florida surveyor must perform field engineering with weir elevation adjustments maintained within ±0.05 inches and surveyed points spaced no greater than ten feet apart. The contractor provides all temporary utilities and funds independent testing laboratory services; additional testing costs due to improper work performance are the contractor's responsibility. Bidding occurs through PlanetBids electronic submission. No pre-bid conference was held.
