About this opportunity

The Oregon Department of Transportation is soliciting proposals for architecture and engineering full-service design for the Washington Street: Metro South – Abernethy Road public improvement project in Oregon City, with proposals due August 17, 2026. Only firms holding existing Price Agreements (PA Series B39382 to B39414, Tier A and Tier B) are eligible to propose.

The project scope includes design, environmental analysis, right-of-way analysis, public involvement services, and potential construction administration and construction engineering inspection. The 2,400-foot corridor modernization will add a center turn lane, pedestrian-level street lighting, sidewalks with ADA-accessible ramps, a planter/stormwater treatment area, a Rapid Flashing Rectangular Beacon at a high-volume pedestrian crossing, and one additional signal. The project is classified as a Documented Categorical Exclusion under NEPA categories (c)(3), (c)(23), and (c)(15). Environmental and permitting work includes Section 4(f) temporary occupancy/de minimis findings for the Oregon Trail Interpretive Center, Section 106 State Historic Preservation Officer clearance, archaeological excavation permits, NPDES 1200-CA permitting, and hazardous materials contamination assessment.

The total estimated project cost is $4.457 million, comprising preliminary engineering ($731,000), right-of-way ($130,000), construction roadway ($1.943 million), signals ($90,000), temporary protection ($90,000), construction contingencies ($1.048 million), and construction engineering ($425,000). The Work Order Contract is anticipated to start in August 2026. The method of compensation—cost-plus fixed-fee, fixed price, time and materials, or price per unit—will be negotiated following selection. A firm proposal offer must remain binding for not less than 180 days.

Proposers must be Oregon-registered professional engineers and land surveyors. The evaluation committee will score proposals on understanding of requested services, technical approach, proposer capabilities, and project team qualifications, each worth up to 25 points. Additional insurance requirements include $2,000,000 drone/unmanned aircraft systems coverage. DBE participation goals and certified small business aspirational targets apply. Proposals must not exceed 15 pages of technical response plus three key staff resumes of one page each. All federal funding must be obligated by September 30, 2027.
