About this opportunity

The Colorado Energy Office, in partnership with the Colorado Department of Public Health and Environment and the Colorado Energy Carbon and Management Commission, is requesting proposals for the Methane Seep Program to identify and implement methane seep mitigation projects, with proposals due November 20, 2026 at 5:00 PM Mountain Time. Service Disabled Veteran Owned Small Business (SDVOSB) offerors must be incorporated or organized in Colorado or maintain a place of business in the state; the source does not state whether this is a set-aside or a preference.

The scope encompasses site identification, property owner consent acquisition, emissions monitoring, project planning, equipment procurement and installation, commissioning, ongoing operations and maintenance, and case study development for at least two to three implementation sites primarily in the San Juan and Raton Basins. Mitigation solutions must employ biobased approaches, including methanotrophs. The contractor must demonstrate three or more years of technical and research experience in identifying and implementing methane emission mitigation projects related to coal mines, coal beds, or natural methane seeps, along with demonstrated quality assurance capabilities. Preferred qualifications include successful federal funding utilization, responsive mobilization capabilities, previous state or federal agency work, and compliance experience with Davis-Bacon Act, Buy America requirements, and National Environmental Policy Act (NEPA) provisions. The contractor is responsible for compliance with EPA Quality Assurance Project Plan (QAPP) requirements and federal reporting obligations.

The maximum contract value is $600,000, with pricing firm throughout the contract term and compensation on a firm-fixed-rate basis contingent on demonstrated progress and satisfactory work completion. The contract term runs from January 8, 2027 through September 30, 2029; the State retains discretion to extend beyond this period. Funding derives from a $129,008,738 EPA Climate Pollution Reduction Grant award. Written inquiries are due November 2, 2026, with responses published by November 10, 2026. Intent to Award is estimated for December 16, 2026. Proposals must remain valid for a minimum of 180 calendar days. Prior to contract execution, the awarded offeror must provide proof of good standing with the Colorado Secretary of State and an insurance certificate. Contractors must maintain commercial general and professional liability insurance at $1,000,000 minimum per occurrence and comply with Protected Information and Crime Insurance requirements.
