About this opportunity
Palm Beach County, Florida is requesting sealed quotes and bids for furnishing and installing a playground shade structure over existing equipment at Melissa's Place (1749 E. Main Street, Pahokee, Florida) under IFQ/B P-2024-006308-R1, with bids due October 15, 2026 at 2:00 p.m. A mandatory Small Business Enterprise (SBE) participation goal of 25 percent applies; bidders unable to meet this requirement must submit Good Faith Efforts documentation and waiver requests by the bid due date or face designation as non-responsive.
Contractor pre-qualification is mandatory; qualification applications must be submitted by October 5, 2026 (at least 10 days before bid due date). A mandatory pre-bid meeting is scheduled for September 15, 2026 at 10:00 a.m. at the project site; attendance is waived only for contractors who attended the initial meeting on July 8, 2026. Colome & Associates, Inc. is the Architect/Engineer of Record.
The scope encompasses furnishing all materials, labor, permits, and supplies for shade structure installation. The site has soft organic soils; the geotechnical report recommends deep foundation systems (helical piers) and geotextile stabilization. Work must comply with architectural drawings, Florida Building Code requirements, and the geotechnical findings. Substantial completion is required within 120 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delay. A 12-month warranty on equipment, materials, and labor is required from substantial completion.
Bid security and a public construction bond are required if the bid amount reaches $200,000 or greater, each at five percent and 100 percent of the bid price respectively. Bidders must submit OSBD Schedules 1 and 2 documenting all proposed subcontractors and SBE participation. Confidential building plans and drawings are available only through direct contact with the county at FDO-CID-Bids@pbc.gov or (561) 233-0261; other bidding documents are available through the Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4.
