About this opportunity
The Delaware Department of Labor, Division of Vocational Rehabilitation, Disability Determination Services, is requesting proposals for medical and psychological consultants to evaluate Social Security Disability Claims under RFP LAB202601-MED/PSYCH, with proposals due August 6, 2026 at 1:00 p.m. local time. Consultants must hold Delaware licensure and/or certification; this is the primary eligibility filter.
The scope involves evaluation services delivered on an onsite and primarily telework basis. No specific contract value or incumbent contractor is named. The contract covers Fiscal Year 2027 with three optional one-year extensions.
Evaluation uses weighted criteria: qualifications and experience of assigned personnel (70 points), familiarity with similar projects and ability to perform timely work with company oversight (20 points), and references (10 points). Vendors must provide Commercial General Liability insurance of $1 million per occurrence / $3 million aggregate, Medical/Professional Liability of $1 million per occurrence / $3 million aggregate, Automotive Liability with specified limits, and Workers' Compensation per applicable law. All employees accessing state property or vulnerable populations must pass background checks. The successful vendor must submit monthly usage reports by the 15th of each month and quarterly subcontracting diversity reports.
Proposal submission requires two paper copies and one electronic copy on CD, DVD, or USB media, with a separate electronic pricing file and transmittal letter summarizing interest and clearly stating any exceptions to RFP requirements. All proposals must include Non-Collusion Statements, Exception Forms, Confidentiality Forms, minimum three business references, and Subcontractor Information Forms if applicable. Questions are due July 23, 2026, with responses posted by July 30, 2026. No pre-bid meeting is scheduled. Award notification is anticipated August 13, 2026. The State reserves the right to reject any or all proposals, award to multiple vendors, or cancel at any time.
