About this file

This is Addendum #01 to an Invitation to Bid issued by the Delaware Department of Labor, Division of Vocational Rehabilitation, Disability Determination Services, dated July 28, 2026, regarding RFP LAB202601-MED/PSYCH for Medical and Psychological Consultant Professional Services. The addendum provides questions and answers addressing the scope of work, qualifications, compensation, and operational requirements for consultants who will evaluate Social Security Administration disability claims and perform medical assessments. The contract is anticipated to begin October 1, 2026, following award notification on August 13, 2026, and covers Fiscal Year 2027 with three optional one-year extensions. Proposals were due August 6, 2026, and questions regarding the solicitation were due July 23, 2026, with responses posted by July 30, 2026.

Key operational requirements include that consultants must be licensed to practice medicine or psychology in good standing with no disciplinary actions within the past five years, though out-of-state physicians may perform reviews if they meet SSA requirements; general medicine physicians and nurse practitioners are eligible. Consultants determine their own workload and are compensated based on production, averaging 1.5 to 2 cases per hour depending on complexity, with at least 50 percent of cases requiring second reviews. Orientation training is limited to 80 hours for those without prior experience or 40 hours for those with prior experience and must be completed by each consultant individually. Work is assigned directly to individual consultants rather than through vendor organizations, and all consultants primarily work remotely with DDS-provided SSA-issued computing devices; remote consultants must supply their own internet and workspace. The state currently has 8 existing contractors and reserves the right to award to multiple vendors with minimum case allocations. Mentoring, specialized assignments such as Delaware Medicaid Fair Hearing testimony, and onsite attendance requirements are determined at DDS discretion, with onsite attendance anticipated to be infrequent.
