About this opportunity
The Florida Department of Financial Services, Division of Workers' Compensation, is seeking a single-source procurement for a Medi-Span Price RX subscription service from UpToDate Wolters Kluwer Clinical Drug Information, Inc. This three-year annual subscription will provide 13 user licenses for a proprietary drug database critical to determining pharmaceutical reimbursement rates for injured workers. The procurement is mandated by Florida Statute 440.13(12)(h), which requires the Division to use the Medi-Span Master Drug Database for average wholesale price calculations. Prospective vendors are invited to submit information demonstrating their capability to provide similar services by April 9, 2025, at 3:00 P.M. (ET). If no alternative vendors can provide equivalent services, the Department will proceed with a direct agreement with UpToDate. The contract term is set for September 15, 2025, to September 14, 2028, with specific performance requirements tied to the database's usage for workers' compensation pharmaceutical pricing.
The procurement appears to be limited to a single source, with no specific set-aside designations or restrictions on respondent types mentioned in the documentation. UpToDate Wolters Kluwer Clinical Drug Information, Inc. is identified as the sole provider of the Medi-Span Price RX service, with no indication of alternative vendors or competitive bidding. The total contract value for the three-year subscription is $160,080.50, with annual fees incrementally increasing from $50,778.92 in the first year to $55,983.73 in the third year. The procurement is specific to Leon County, Florida, and is focused on a specialized clinical drug information database. The contract requires integration with the Division of Workers' Compensation's existing systems for pharmaceutical reimbursement calculations, with the Price Rx website noted as a registered trademark of the vendor.

The Department of Financial Services, Division of Workers' Compensation, intends to enter into an agreement with UpToDate Wolters Kluwer Clinical Drug Information, Inc. for the subscription service used as a reference/resource in determining the appropriate reimbursement amount for pharmaceutical services rendered by healthcare provided to injured workers.
Prospective vendors who believe they can provide these services shall provide relevant information no later than April 9, 2025, at 3:00 P.M. (ET).
