About this opportunity

The Town of Marlborough, Connecticut is requesting proposals for owner's representative and project management services for planned roof replacement and HVAC/electrical improvements at Marlborough Elementary School, with proposals due August 7, 2026 at 2:00 p.m. EDT and a mandatory building walk-through on July 7 at 9:00 a.m.

The selected consultant will serve as owner's representative during design and pre-referendum phases of the approximately 80,000-square-foot project. Core responsibilities include drafting an RFP for architect/engineer design services, establishing project goals and standards, managing design coordination, developing milestone schedules, and ensuring budget and schedule compliance. Respondent firms must demonstrate experience as owner's representative on at least three school construction projects in Connecticut with minimum budgets of $10 million completed within the last seven years, with specific emphasis on HVAC and roof replacement projects in occupied schools. Key personnel must have at least ten years of construction experience and five years of owner's representative experience. The consultant must provide a dedicated principal as the primary point of contact and maintain the proposed project team throughout the engagement.

Fee proposals must be submitted separately in a sealed submission using the provided Appendix A form, identifying reimbursable expenses and any multipliers applied to actual costs. The project is funded by the Town with reimbursement from the Connecticut Office of Grants and Awardees. The selection process complies with Connecticut General Statutes Section 10-287(b)(4).

Evaluation criteria include clarity of proposal, technical competence, Connecticut educational project experience, environmental awareness, coordination capabilities, past performance, knowledge of federal and state policies, Office of Grants and Awardees experience, and high-performance building certification knowledge. Written questions are due July 12 at 12:00 p.m., with responses released July 17. Short-listed firms will be notified September 8, with interviews on September 22 and final selection on October 2. The selected consultant is expected to commence services within five days of Notice to Proceed.
