About this opportunity

The City of Sanford, Florida is requesting qualifications for engineering design and environmental permitting services to support the reconstruction of Marina Isle Breakwater Walls and concrete pilings damaged by Hurricane Ian, with proposals due September 24, 2026 at 2:00 P.M. local time. This is a Request for Qualifications (RFQ) under Florida Statute 287.055(2)(g) governing Continuing Consultants Competitive Negotiation Act contracts, limited to projects where professional services fees do not exceed $500,000 and construction costs do not exceed $7.5 million.

The scope includes removal and replacement of six concrete wave panels, nine intermediate concrete piles, and two end concrete piles; topographic and bathymetric surveys; environmental assessments; and permitting coordination with the Florida Department of Environmental Protection and U.S. Army Corps of Engineers. Work is organized into seven phases: project kick-off, 50% engineering design, permitting support including submerged aquatic vegetation surveys, 100% engineering design, bidding and construction document preparation, construction administration, and project closeout with record drawings.

Proposers must demonstrate a minimum of five consecutive years in business, current Florida licensure, a Florida-licensed Professional Engineer on staff, and relevant experience with marine, waterfront, coastal, seawall, and breakwater infrastructure projects completed within the past five years. Funding may be supported in whole or in part by Federal Emergency Management Agency (FEMA) funds, requiring compliance with 2 CFR Part 200, the Davis-Bacon Act, Copeland Anti-Kickback Act, and Byrd Anti-Lobbying Amendment for contracts exceeding specified thresholds.

Proposals are evaluated on firm qualifications and experience (40 points), similar projects and references (20 points), project approach (25 points), required forms and certifications (10 points), and acceptance of proposal terms (5 points). A term contract is anticipated to begin upon approval and execution by the City, with opportunity for one-year renewal periods not to exceed five years total at the City's discretion. Questions are due September 17, 2026. The City reserves the right to request presentations from the top three vendors and negotiate best and final offers.
