About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on a maintenance agreement for vertical lift machines (Kardex, Modula, and White brands) under IFB PS138225, with sealed bids due October 1, 2026 by 12:00 p.m., and a pre-bid conference scheduled for September 8, 2026 at 2:30 p.m. LACMTA intends to award up to three contracts, whichever is most advantageous, to the lowest-priced responsive and responsible bidder(s); bidders may submit proposals on any or all three brands. No Small Business Enterprise (SBE) or Disabled Veteran Business Enterprise (DVBE) subcontracting goal is mandated; however, bidders are expected to afford maximum opportunities to SBE/DVBE firms if subcontracting opportunities are identified.
The scope covers on-site preventative and corrective maintenance services for Kardex, Modula, and White high-density storage equipment located at 24 LACMTA facility locations across 16 divisions throughout the Los Angeles area. The vendor must be an original equipment manufacturer (OEM), OEM-authorized service provider, or expressly authorized by the equipment manufacturer. Services include preventative maintenance per manufacturer-recommended schedules, corrective maintenance including labor and replacement parts, 24/7/365 emergency repair services, and technical documentation. The vendor must provide OEM parts when possible, offer a minimum two-year warranty or OEM warranty whichever is greater, submit separate itemized invoices per machine per visit, and maintain a spare parts list for the 25 highest-failure-rate items. All work must be completed by December 10, 2027, with zero option periods.
The contract is structured on a Firm Fixed Price basis with unit pricing per Exhibit 2 (Schedule of Quantities and Prices), with a fixed material authorization of $20,000 per brand. Bidders must be pre-qualified through LACMTA's Pre-Qualification Program for amounts exceeding $500,000 for non-construction contracts and must register with the California Department of Industrial Relations per Labor Code Section 1725.5. The contract is state and locally funded, subject to fiscal year funding availability. Questions are due September 16, 2026, with clarifications provided by September 25, 2026. Prevailing wage requirements under 29 CFR 5.5 and federal compliance including 49 CFR Part 655 (alcohol and drug-free workplace programs) apply. Bidders must submit completed SBE/DVBE forms, ethics declarations, noncollusion affidavits, general certifications, evidence of contractor registration, insurance certificates, bonding, and indemnification commitments as mandatory conditions.
