Sacramento County is requesting sealed bids on the replacement of the walk-in refrigeration system at the Main Jail - Hall of Justice located at 651 I Street, with bids due August 27, 2026 at 2:00 PM through the Sacramento County Electronic Bidding Portal. Attendance at a mandatory pre-bid meeting on August 6, 2026 at 1:00 PM is required; bids from contractors who do not attend will be deemed non-responsive.
The scope includes removal of existing compressors and installation of three new water-cooled condenser cabinets, nine evaporators, refrigeration piping, electrical connections, and a roof-mounted fluid cooler. Contractors must hold valid California licenses in General Building (Class B), Low Voltage Systems (C-7), Electrical (C-10), Warm-Air Heating, Ventilating and Air-Conditioning (C-20), and Refrigeration (C-38) classifications. All personnel require background clearance from the Sacramento Sheriff's Department and must comply with facility security protocols, COVID-19 vaccination requirements, and Prison Rape Elimination Act training. Delegated design work for the refrigeration system requires professional engineer seals and Authority Having Jurisdiction approval.
The estimated construction cost is $2,191,818. The contract term is 270 calendar days from commencement, with liquidated damages set at $1,077 per calendar day. Contractors must provide a bid guarantee equal to not less than 10 percent of the aggregate bid amount, and the successful bidder must provide Material and Labor Payment Bonds and a Performance Bond each equal to 100 percent of the contract price. General Aggregate Liability insurance of $4 million is required.
This is an alteration project subject to California prevailing wage requirements under Labor Code section 1771.5 and Title VI non-discrimination provisions. Contractors operating vehicles with a gross vehicle weight rating greater than 8,500 pounds must comply with the California Air Resources Board Advanced Clean Fleets Regulation; the apparent low bidder must submit compliance certificates by 4:00 PM on the Monday following bid opening. Pre-bid questions are due August 13, 2026 by 5:00 PM. Award is expected within 90 calendar days of bid opening.
