About this opportunity
The City of Seattle is requesting proposals for Lower Duwamish Waterway (LDW) Polychlorinated Biphenyls (PCB) Sampling services under RFP #SCL-767077728, with proposals due August 26, 2026 at 4:00 p.m. and questions due August 19, 2026 at 4:00 p.m. through the e-procurement portal at https://procurement.opengov.com/portal/seattle. A WMBE Inclusion Plan form is mandatory for all consultant contracts valued above $410,000, requiring aspirational women-owned and minority-owned business enterprise participation targets for the entire contract duration.
The scope involves comprehensive PCB sampling activities across primary and secondary testing areas delineated by census tract within the Lower Duwamish Waterway. Contractors must develop and implement a detailed sampling plan, collect water and sediment samples from specified transformer locations, conduct laboratory analysis, and prepare comprehensive reports with quality assurance and quality control documentation. The City has provided detailed transformer lists and geographic maps identifying primary and secondary testing areas organized by census tract. Bidders must provide unit pricing for Sample and Inspection services per transformer (inspection plus one PCB sample for transformers lacking nameplate manufacturer certification or with certification exceeding 1 ppm), Manufacturer Certified Inspection Only services per transformer (inspection plus legible photograph of nameplate showing certification at 1 ppm or below), and a No Inspection category for transformers where PCB samples are not present. Excess cost pricing is required for transformers requiring access only through private property or requiring a climber for inspection.
Proposers must demonstrate experience with PCB sampling methodologies, laboratory certification, and compliance with applicable environmental regulations. Proposal submission includes completed Minimum Qualifications form, Contractor Information form, Project Team form, Cost Proposal form, WMBE Inclusion Plan form, Consultant Questionnaire, and Insurance Transmittal Form. A pre-submittal meeting was scheduled for August 7, 2026. The contract will be governed by the City of Seattle's consultant contract boilerplate terms.
