About this opportunity

Columbia Association is requesting proposals for a comprehensive 30-Year Facilities Strategic Master Plan covering approximately 56 facilities totaling approximately 700,000 square feet, with proposals due October 7, 2026 by 2:00 PM EST via PlanetBids and a pre-proposal meeting scheduled for August 18, 2026 at 11:00 AM via Microsoft Teams. A minimum 23 percent MBE participation goal applies, with all MBE vendors certified through the Maryland Department of Transportation (MDOT) directory; vendors unable to meet the goal after documented good faith outreach must provide evidence of contact attempts with at least three certified MBE vendors or the bid may be deemed unresponsive.

The consulting team must deliver a 30-year facilities vision, an actionable 10-year capital implementation plan, facility condition assessments at planning level, ADA accessibility barrier identification, financial modeling with funding scenarios, and community engagement. Approximately 23 major facilities will receive full analysis; approximately 33 minor facilities may receive abbreviated review. The scope excludes detailed facility condition assessments of natural assets such as lakes, ponds, pathways, and open space, though site context may be considered where relevant. Consideration for new event programming facilities at CA's major lakes shall be included. Many existing facilities are approximately 50 years old.

The anticipated contract term is 9–12 months from execution. All work must be completed within the timeframe proposed by the selected consultant. The awardee must maintain insurance coverage including $1,000,000 General Liability, $1,000,000 Business Automobile, statutory Worker's Compensation, $1,000,000 Umbrella, and $1,000,000 Professional Liability with Cyber/Privacy coverage, naming Columbia Association as an additional insured.

Evaluation criteria and weightings are: Cost Proposal (40 points), Relevant Long-Term Strategic Planning Experience (25 points), Quality of Methodology (20 points), Financial Modeling Experience (20 points), Experience with Facility Condition Assessments (15 points), Community Engagement Approach (15 points), Assigned Staff Qualifications (15 points), and Schedule (10 points). Technical proposals are limited to 30 single-sided pages, excluding cover letters, resumes, references, cost proposals, and required forms. Consultants must submit a lump-sum fee proposal with detailed task breakdowns and hourly rates. Columbia Association pays invoices within 30 days of work acceptance, structured by project phase.

Opportunity text

Columbia Association seeks a qualified multidisciplinary consulting team to develop a comprehensive 30-Year Facilities Strategic Master Plan evaluating existing facilities-many approximately 50 years old-and providing planned, financial, and programmatic recommendations addressing renovation, replacement, relocation, new construction, and decommissioning. The Master Plan shall establish a 30-year facilities vision and an actionable initial 10-year capital implementation plan supported by cost modeling. Americans with Disabilities Act (ADA) accessibility considerations will be evaluated at a planning level to identify major barriers and cost drivers that may influence repair versus replacement decisions. This is not intended to be a detailed ADA compliance audit. CA anticipates evaluation of approximately 56 facilities totaling approximately 700,000 square feet. Facilities will be categorized as major or minor during Task 1. Major facilities will receive full analysis; minor facilities may receive abbreviated review. The study should focus on CA's built facilities and major recreational structures. Natural assets such as lakes, ponds, pathways, and open space are not expected to receive facility condition assessments, though site context may be considered where relevant. Consideration for new event programming facilities at CA's major lakes shall be considered. The ultimate objective of this effort is to provide CA leadership and the Board of Directors with a defensible, prioritized, and financially feasible roadmap for facility investment decisions over the next 30 years. The completed plan shall support strategic decision-making regarding asset preservation, modernization, accessibility improvements, operational efficiency, community service delivery, and long-term financial sustainability.
