About this file

This is a Minority Business Enterprise (MBE) Participation Form submitted by the Columbia Association for Solicitation Number 27-10, titled Long Term Capital Plan. The project seeks a qualified multidisciplinary consulting team to develop a comprehensive 30-year Facilities Strategic Master Plan for approximately 56 facilities totaling 700,000 square feet in Maryland. The Master Plan will evaluate existing facilities, many approximately 50 years old, and provide recommendations addressing renovation, replacement, relocation, new construction, and decommissioning. The plan will establish a 30-year facilities vision and an actionable initial 10-year capital implementation plan supported by cost modeling. The effort will include evaluation of Americans with Disabilities Act (ADA) accessibility considerations at a planning level and may include consideration for new event programming facilities at CA's major lakes. The ultimate objective is to provide CA leadership and the Board of Directors with a defensible, prioritized, and financially feasible roadmap for facility investment decisions over the next 30 years.

Vendors responding to this solicitation must achieve a minimum of 23 percent MBE participation as an organizational goal, which may be satisfied through prime or sub-contractor participation. All MBE vendors must be certified through the Maryland Department of Transportation (MDOT) directory. Vendors must provide detailed information for each MBE vendor utilized, including certification documentation, business name, address, and tax identification number, broken down by MBE classification categories including African American, Asian American, Hispanic American, women-owned, and disabled-owned businesses. Alternatively, vendors unable to achieve the 23 percent MBE participation goal after demonstrating good faith outreach efforts must document contact attempts with at least three certified MBE vendors, including their business names, addresses, and phone numbers. Failure to accurately complete and submit the MBE form may render the bid unresponsive or ineligible for contract award.
