The scope is removal of existing HVAC equipment and installation of a new Variable-Refrigerant-Flow (VRF) system with automation capabilities across seven air-handling units and two dedicated outdoor air units serving kitchen, hallway, drill hall, locker rooms, supply room, and classrooms. The basis of design is CITY MULTI with approved manufacturers limited to Mitsubishi Electric & Electronics USA, Inc., Toshiba Carrier Co., Ltd., or Johnson Controls, Inc. Manufacturers must demonstrate ten years of continuous market presence and successful deployment on at least five completed projects. Installers must be manufacturer-certified with documented training and experience on five similar-complexity VRF projects within five years prior to bid. Warranty covers compressors and parts for ten years from substantial completion at manufacturer level and one year for installer labor. Startup includes factory-trained service representative supervision at key milestones, initial twelve-month maintenance with twenty-four preventive visits, and comprehensive owner training.
The awardee must hold a valid West Virginia contractor's license, provide workers' compensation insurance proof, and comply with drug-free workplace requirements. Pricing shall be submitted as a flat fee including all travel, mileage, and incidental costs. The apparent successful bidder must furnish a bid bond at 5% of the bid amount and performance and labor/material payment bonds equal to 100% of contract value prior to award. The contract carries liquidated damages of $1,500 per day for work not completed by the contract completion date, plus a one-time $1,250 Staff Judge Advocate review cost. The vendor must have successfully completed at least five similar HVAC projects. Standard work hours are Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding state holidays. Technical questions are due August 31, 2026 at 11:00 a.m. The contract is awarded to the lowest qualified responsible bidder.
