About this opportunity

The Greater Rockford Airport Authority is seeking a bulk supply of liquid de-icing compound specifically potassium acetate-based de-icing/anti-icing fluid for Washington County, Illinois. The procurement is an Invitation to Bid (ITB #25-28) for a twelve-month contract period from October 1, 2025, through September 30, 2026. The de-icing fluid must meet FAA approved specification SAE AMS 1435, with precise technical requirements including a minimum 50% potassium acetate content, a freeze point lower than +6°F when diluted, and no urea or glycol components. Vendors must provide comprehensive technical documentation including environmental impact reports, safety data sheets, biochemical oxygen demand reports, and acute aquatic toxicity test results. The bid is scheduled to open on September 17, 2025, at 9:00 AM, with delivery requirements necessitating bulk shipments of 4,400 gallons completed within eight hours of order placement directly to a 12,000-gallon storage tank at the airport.

The airport authority will give preference to vendors demonstrating lower environmental impact, possessing ISO 9002 certified processes, and providing additional third-party compatibility testing. While no specific set-aside designations are mentioned, vendors must maintain a minimum $1,000,000 commercial liability insurance policy and name the Greater Rockford Airport Authority as an additional insured. Historical usage data indicates significant volume potential, with the airport consuming 30,784 gallons during the winter of 2024-25 and 61,500 gallons during the winter of 2022-23, though these quantities do not represent a commitment to future purchase volumes. While no specific budget range is explicitly stated, the procurement suggests a substantial annual contract value based on historical consumption patterns. The successful bidder will need to demonstrate technical compliance, environmental responsibility, and the capacity to meet rapid delivery requirements for this critical airport infrastructure support.
