About this opportunity

The Commonwealth of Pennsylvania Department of General Services is requesting bids on light-duty pickup trucks and cargo vans for model year 2027 under IFB 6100066036, with bids due July 30, 2026. The solicitation will be made available to COSTARS Members (local public procurement units and state-affiliated entities) in addition to the Commonwealth. Awards will be made to the two lowest responsive and responsible bidders per manufacturer.

Bidders must be authorized dealers or franchisees holding valid Pennsylvania Dealer Licenses with dealer/franchise agreements dated within six months of the bid due date. Bidders must submit separate cost submittal workbooks for each of nine manufacturers: Chevrolet, Ford, Honda, Hyundai, Jeep, Nissan, Ram, Tesla, and Toyota. The workbook encompasses over 400 line items with detailed specifications across multiple vehicle classes including compact pickups, light-duty midsize pickups, half-ton, three-quarter-ton, one-ton pickups, and commercial-grade cargo vans comparable to Ford Transit or Ram ProMaster models. All vehicles must be manufactured in North America and available in gasoline and hybrid configurations with multiple cab and bed configurations.

The initial contract term is one year commencing no earlier or later than September 1, 2026, with the Commonwealth authorized to exercise up to four one-year renewal options. Pricing must remain firm and fixed during the first contract year; suppliers may request price adjustments in subsequent years only for manufacturer model year transitions or officially published manufacturer price increases, supported by written manufacturer documentation. Historical spending across all combined contracts over five years was $64 million; the Commonwealth does not guarantee minimum contract usage.

All vehicles must be new, unused, delivered F.O.B. Destination within 130 days of purchase order receipt, and include standard manufacturer warranties with 100% parts and labor coverage and no deductibles. Light-duty trucks and vans up to 26,000 pounds GVWR require minimum 3-year/36,000-mile bumper-to-bumper chassis warranty with 5-year/60,000-mile powertrain coverage. Vehicles must comply with Pennsylvania Motor Vehicle Code, Federal Motor Vehicle Safety Standards, EPA, and OSHA requirements. Bidders may request site visits with PennDOT's Fleet Management Division at (717) 783-2371 to inspect comparable vehicles.

Bidders must complete Iran Free Procurement Certification, Lobbying Certification (BOP 1307), and Worker Protection and Investment Certification (BOP 2201) forms. The Reciprocal Limitations Act applies; bidders must disclose state of manufacture and residency status. Bidders electing to permit COSTARS participation must submit a COSTARS Program Election to Participate form and pay an administrative fee upon contract award: $166 for DGS-verified Small Diverse Businesses, $500 for DGS Self-Certified Small Businesses, or $1,500 for all other bidders. Bids must be submitted electronically through the Commonwealth's SRM system with no pre-bid conference scheduled.
