About this file
This is a Solicitation Addendum issued by the Commonwealth of Pennsylvania Department of General Services for IFB 6100066036 regarding light-duty pickup trucks and cargo vans for model year 2027. The solicitation, issued as an Electronic Bid through the Commonwealth's SRM system, requests bids from authorized dealers and franchisees for vehicles across nine manufacturers: Chevrolet, Ford, Honda, Hyundai, Jeep, Nissan, Ram, Tesla, and Toyota. The bid submission encompasses over 400 line items with detailed specifications across multiple vehicle classes including compact pickups, light-duty midsize pickups, half-ton, three-quarter-ton, one-ton pickups, and commercial-grade cargo vans. Bids are due July 30, 2026, at 1:00 PM, with awards to be made to the two lowest responsive and responsible bidders per manufacturer. The initial contract term is one year commencing no earlier or later than September 1, 2026, with the Commonwealth authorized to exercise up to four one-year renewal options. The solicitation is available to COSTARS Members (local public procurement units and state-affiliated entities) in addition to the Commonwealth.
This Addendum specifically clarifies specifications for Column O (Required Minimum GVWR) and Column P (Maximum Trailer Weight) on the bid sheet. Column O's heading has been revised to "Required Minimum GVWR (please contact vendor for variables)" and represents the highest GVWR available for each model equipped with the manufacturer's standard drivetrain; factory regular production options necessary to achieve this requirement shall be included in the vendor's base bid price. Column P's heading has been revised to "Maximum Trailer Weight (may require options; please refer to vendor for variables)" and is provided for informational purposes only; vendors are not required to include factory options necessary to achieve maximum trailer weight in their base bid price, with any such equipment offered as optional during post-award vehicle selection. All vehicles must be new, unused, delivered F.O.B. Destination within 130 days of purchase order receipt, manufactured in North America, and available in gasoline and hybrid configurations. Bidders must maintain valid Pennsylvania Dealer Licenses with dealer/franchise agreements dated within six months of the bid due date and submit separate cost submittal workbooks for each manufacturer.

Solicitation Number: 6100066036 Due Date/Time: 07/30/26 @ 13:00:00
Addendum Number: #1
To All Suppliers:
The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).
List any and all changes:
The Bid Sheet is revised as follows:
Column O – GVWR The heading currently labeled “Standard GVWR” is revised to read:
“Required Minimum GVWR (please contact vendor for variables).”
For clarification, the value entered in this column shall represent the required minimum Gross Vehicle Weight Rating (GVWR) for the vehicle offered. The required minimum GVWR shall be the highest GVWR available for that model when equipped with the manufacturer’s standard drivetrain. Any factory regular production options, excluding drivetrain changes, that are necessary to achieve the required minimum GVWR shall be included in the vendor’s base bid price. If additional variables exist, agency and vendors can review during vehicle selection after award in accordance with the contract requirements.
Column P – Maximum Trailer Weight The heading currently labeled “Maximum Trailer with Standard Drivetrain” is revised to read:
“Maximum Trailer Weight (may require options; please refer to vendor for variables).”
The value entered in this column is provided for informational purposes only to assist Commonwealth agencies in evaluating vehicle capabilities. Vendors are not required to include factory options necessary to achieve the maximum trailer weight in their base bid price. Any equipment required to achieve the published maximum trailer weight may be offered as optional equipment during agency/awarded vendor vehicle selection in accordance with the contract requirements.
