About this opportunity

The Central Florida Tourism Oversight District is requesting bids on Lift Station #46 Rehabilitation in Lake Buena Vista, Florida (ITB C007134), with bids due October 5, 2026. Buy Local, Veteran Small Business, and Opportunity Zone bid preferences apply where the bidder submits the required Affidavit of Eligibility Form and meets program eligibility criteria; these are preferences, not set-asides. Award is based on lowest responsive and responsible bidder by combined total price of all line items in PlanetBids, with District discretion to award in its best interest.

The scope encompasses comprehensive lift station rehabilitation including removal and replacement of submersible pumps (two units at 1010 GPM and 88 feet total dynamic head each), installation of a diesel-powered backup pump (Gorman Rupp with John Deere 4045T engine), replacement of discharge piping and risers, wet well rehabilitation, installation of an 8-inch thick concrete top slab with fall-protection tie-offs, 62 linear feet of 2-inch PVC water main with backflow prevention, and 8-inch and 6-inch ductile iron piping. The project also includes replacement or modification of SCADA and telemetry systems for 24/7 monitoring, new electrical and instrumentation controls, construction of a new access driveway with curb cut and pavement repairs, and site grading with up to one-foot elevation increase. All concrete work must achieve minimum 4,000 PSI compressive strength at 28 days; above-ground ductile iron piping requires Protecto401 lining and two coats of exterior enamel. Work hours are 7:00 AM to 4:00 PM Monday through Friday, with third-shift work permitted for mechanical and electrical tie-ins.

Substantial completion is due within 240 days of Notice to Proceed; final completion within 270 days. Bidders must hold an Underground Utility & Excavation License or General Contractor's License and provide at least three project references from the last five years demonstrating specific lift station rehabilitation experience at similar capacity, size, complexity, and scope. General wastewater maintenance or inspection experience alone does not satisfy this requirement. A Project-Specific Safety Plan addressing confined space entry, atmospheric monitoring, JSA for high-hazard activities, and pre-task daily safety planning must be submitted prior to work commencement. Bidders must complete and submit the Trench Safety Act compliance form, the Foreign Countries of Concern and Human Trafficking Affidavit, and the Conflict of Interest and Public Entity Crime Affidavit with their bid response. A complete Subcontractor List Form must accompany all bids. Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million), Workers' Compensation ($1 million), and Umbrella Liability ($1 million) are mandatory; all policies must list CFTOD as Additional Insured on a primary, non-contributory basis. The contractor must provide a Public Construction Bond for the full contract amount per Florida Statute 255.05 and warrant all work for one year or the manufacturer's warranty period, whichever is longer. Liquidated damages apply for failure to achieve Substantial Completion by the specified date.
