About this opportunity

The West Virginia Department of Administration Purchasing Division issued CRFQ PHY27-01 on behalf of the West Virginia Board of Physical Therapy for a custom-built Licensure Management Database, but Addendum No. 01, posted September 18, 2026, cancels the solicitation in its entirety, effective immediately. The original closing date was September 23, 2026 at 1:30 p.m.; vendors are advised to monitor the State's Vendor Self Service (VSS) portal for future opportunities on this or similar projects.

Prior to cancellation, the solicitation required vendors to demonstrate minimum qualifications including development and implementation of at least ten custom systems for similar licensing boards, 10+ years in business, and dedicated U.S.-based staffing. The scope encompassed a SaaS-based system with Federation of State Boards of Physical Therapy (FSBPT) API integration, data migration, system setup, WCAG 2.1 AA ADA compliance, and ongoing monthly licensing and maintenance support. The contract included a mandatory Software-as-a-Service (SaaS) Addendum establishing data security, privacy, breach notification, and business continuity requirements, including mandatory U.S.-based data center storage, encryption standards, annual SOC 2 audits, and background checks for all personnel with access to licensee data.

The contract structure called for a one-time FSBPT API integration and implementation fee, followed by monthly support fees over a five-year term. The system was to become fully operational and accepted by the Board within 12 months of award before annual maintenance payments commenced. Optional renewal terms spanned Years Two through Five. Questions were due September 16, 2026 at 2:00 p.m. to Larry D. McDonnell at Larry.D.McDonnell@wv.gov or 304-558-2063. Delivery was to 2 Players Club Drive, Suite 102, Charleston, West Virginia.
